General Notes:
Met with numerous representatives of contracting firms on a conference call meeting at 1100 (PDT). No roll call was taken due to large number of participants, and to preserve time for question and answer session. General comments, discussion items and questions for the entire project are as follows:
Plans and specification list all assumptions of known conditions prior to construction. Differing site conditions from those assumed, will be addressed on a case-by-case basis.
Contracting Q & A:
Q – Will there be a scheduled job walk for the project? A – No one combined and scheduled job walk will be held, due to COVID 19 concerns. Vendors interested in looking at the project are encouraged to contact the Center WPO, Mike Rios at (509) 793-1644, to schedule an individual site visit. Any subsequent contracting or technical questions should be referred to Trevor Mattson, or Cary Pence.
Q – Does this project require prevailing wages? A – The project solicitation does include prevailing wage rates under the Service Contract Act, therefore, weekly payrolls do not need to be submitted to the CO. Additionally, no bonding is required.
Q – Is a tax-exempt form available for contractors to provide suppliers, as to not pay for taxes?
A – Quite a bit of discussion on this topic, but essentially no form can be provided by the Government to exempt a Contractor from paying a Supplier taxes for purchase of a material product.
Technical Q & A:
Q – Please summarize the Addendums. A – There have been three addendums: 1) Cancelling the on-site Pre-Bid Meeting, 2) correcting the Schedule of Items, and 3) revisions to the Drawings, Sheet E3.1.
Q – Is the pricing being sought, final? A – Yes, vendors will be submitting quotes per FAR part 13.
Q – Is this a Brand Name or Equal job? A – Yes, alternate products can be submitted but will need to meet the salient characteristics described in the Specifications.
Q – Schedule of Items shown on page 2 of the solicitation don’t appear to match the work as shown in the Drawings. A – Please refer to Addendum No. 2 for revised Schedule of Items.
Q – Are there any Hazardous materials present in the work area? A – Not sure of any specific areas, but we will provide the most recent Hazardous Materials reports for reference.
Contractors should not include any mitigation or remediation in their quotes at this point.
