Solicitation 12805B23R0001 Questions and Answers 1

Q1: Can the government confirm or correct the instructions regarding page limits as stated in the RFP reference (Section L.3 (1) and (2)?

A1: Section L.3 has been revised to correct the page counts for Section I and II of the SF- 330 submissions.

Q2: Please confirm that your email server typically accepts emails with attachments up to 50MB (although we understand you cannot guarantee receipt in advance).

A2: Yes, typically our sever can receive emails between 50-80MB without any issues.

Q3: Attachment 6 is the Disclosure of Lobbying Activities yet there are no instructions about whether this must be completed or where it should be placed. Can the government clarify whether this form is required and, if so, where it should be placed?

A3: Yes, Attachment 6 shall be submitted with the proposal package, Section L.3 has been updated for the submission. It can be included after the SF-330 document in the package.

Q4: Should we include past performance evaluations (e.g., PPQs or CCASS reports) with our proposal and, if so, how many? Where should these be placed?

A4: Past performance evaluation submissions such as PPQs or CCASS submissions are not required to be submitted. Offerors shall submit their qualifications for past performance as identified in Section L of the RFP (in the SF-330) and shall be evaluated against the criteria established in Section M.

Q5: Can we provide more than one resume for a specific role/discipline, e.g., Project Manager, Civil Engineer?

A5: Yes. The offeror is responsible for ensuring they provide their specific qualifications in relation to how they will be evaluated with Section M.

Q6: Since this contract is for an IDIQ contract, should we include a resume for a Program Manager?

A6: Yes.

Q7: Can one individual serve in two roles?

A7: Yes.

Q8: There are no specific instructions about which resume to include in Section E. The issued documents mention a variety of disciplines in multiple places (see below) but provide no specific instructions. Please clarify whether specific resumes should be included.

A8: At a minimum, resumes for the following disciplines shall be included in SF330. Additional Resumes can be included as part of SF330. The offeror is responsible for ensuring they provide their specific qualifications in relation to how they will be evaluated with Section M.
