About this file

This document outlines specifications for replacing equipment for an Environmental Growth Chamber located at the USDA Agricultural Research Service Conservation and Production Research Laboratory in Bushland, Texas. The scope of work involves removing an existing non-functioning condensing unit, refrigerant valve, and outdated refrigerant fluid and replacing them with a new condensing unit, refrigerant valve package, and EPA compliant refrigerant fluid. Technical requirements specify demolishing the existing equipment and reclaiming refrigerant according to EPA regulations, installing the new condensing unit and valve package to retrofit the existing chamber, pressure testing all piping and the new system, evacuating and charging the system with R404A refrigerant, and providing a two-year parts and labor warranty on all new equipment. Key deliverables are the removal and replacement of the specified equipment per the technical requirements, with completion expected in November 2023. The related federal contract opportunity is issued by the USDA Agricultural Research Service Plains Area for replacement of the condensing unit at their Bushland, Texas field research location.

Specifications:

52.211-6 Brand Name or Equal (AUG 1999)

General Information:

Background and Purpose: The USDA, Agricultural Research Service (USDA-ARS) requires the critical need for supply purchase to replace existing equipment-an existing non-functioning condensing unit, non-functioning refrigerant valve and outdated refrigerant fluid with a new condensing unit, refrigerant valve, and EPA compliant refrigerant fluid for the satisfactory operation of the Environmental Growth Chamber (EGC). The existing equipment is located on the roof top of the building that houses the existing Environmental Growth Chamber. This retrofit of the new equipment on the Environmental Growth Chamber is a necessity to maintain accurate ambient internal temperature ranging from 10 to 60 °C with an accuracy of 0.5 °C to conduct required research studies and calibration of thermal sensors developed and deployed at the Conservation and Production Research Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012.

CONTRACTOR REQUIREMENTS:

2. Technical Requirements/Tasks:

Supply new condensing unit and replace the existing condensing unit. The retro fitting, pressure and operation testing of the new condensing unit, refrigerant valve package, and refrigerant on the existing Environmental Growth Chamber. Condensing unit and all parts must be compatible with existing Environmental Growth Chambers EGC Cold Room.

Specific Product Specification in terms of detection limits and operating concentrations:

Remove existing EGC condensing unit, refrigerant valve, refrigerant fluid and replace with a new condensing unit, new refrigerant valve package, compliant refrigeration fluid, while utilizing existing parts to retrofit the installation of the new equipment. Pressure test the retrofit equipment and demonstrate operation of the EGC temperature chamber from 10 to 60 °C.

System Operation Specifications:

Total for the retrofit equipment of the existing EGC Cold room

1) Demolition of existing equipment to include:

a. Existing condensing unit:

i. Reclaim all existing R134A refrigerant per EPA regulations.

ii. Disposal of R134A per EPA regulations

iii. Cut out and discard the existing refrigeration valve package hanging overhead,

iv. Cut out and discard existing remote air-cooled condensing unit.

b. We have assumed the existing piping is in good condition and is to remain and be reused.

2) Installation of new equipment to include:

a. New outdoor air-cooled condensing unit in same location as existing unit

i. This proposal does NOT include any housekeeping pad or structure for condensing unit to sit on. We have assumed the reuse of existing pad/rack.

b. New valve package containing new Siemens hot gas valve, CPR valve, filter/drier, manual valves and shutdown solenoids

c. Remote piping from room to exterior unit is to be reused.

i. All piping will be pressure tested to confirm system is tight.

ii. All piping will be flushed according to current standards.

iii. All piping to be reused with new system.

iv. This proposal does NOT include any new wall/floor or roof penetrations.

d. New system to be pressure tested after all installation work is completed.

e. System will then be evacuated and charged with R404A refrigerant.

f. Pipe insulation to be replaced as needed and if accessible.

g. New system to provide the same operational temp range of 10C-60C) lights on/off.
