About this file

This performance work statement outlines preventative maintenance services for two centrifuges located at the USDA Agricultural Research Service in Lincoln, Nebraska. The contractor shall inspect and service a high-speed centrifuge and ultracentrifuge, including checking oil levels and quality in vacuum and diffusion pumps, examining overall function, and cleaning centrifuge chambers. Deliverables include an inspection report documenting maintenance performed, with all work to be completed by September 30, 2023 under the base year contract or September 30, 2024 if the option year is exercised. The government will provide access to the secured laboratory housing the centrifuges. The engineer/technician must be specifically trained to service centrifuges and adhere to any COVID-19 safety protocols if applicable at the location.

Performance Work Statement (PWS) Project: Preventive maintenance service for high-speed centrifuge and ultracentrifuge in the

Wheat Virology Lab

GENERAL INFORMATION

1.0 Background and Purpose: Viruses are obligate parasites infecting plants, animals, and humans. The electron microscopic nature of viruses necessitates purifying viruses free from host tissue to examine their architecture and antiserum production for the detection of viruses in hosts. The Wheat Virology lab is working on developing sensitive serology-based diagnostic methods and examining the virion architecture of wheat curl mite-transmitted wheat viruses. Virus purification is performed through multiple rounds of high-speed and ultracentrifugation steps. These centrifuges are expensive and they need maintenance work such as change of vacuum pump oil and diffusion pump oil, and application of lubricants to caskets of centrifuge chambers. Performing preventive maintenance of centrifuges will provide uninterrupted access to wheat virology research and enhance the lifespan of expensive equipment.

2.0 Definitions: None

CONTRACTOR REQUIREMENTS (for both Base Year and Option Year 1)

3.0 Technical Requirements/Tasks:

Check high-speed and ultracentrifuges for their function including the following:

Check the oil quality and level in the vacuum and diffusion pumps of both centrifuges.

Examine the overall function of centrifuges.

Check gaskets for wear and tear.

Clean the centrifuges chambers.

It is expected that this regular preventive maintenance work will maximize the performance of high-speed centrifuge and ultracentrifuge.

4.0 Deliverable / Schedule:

Tasks and deliverables: The engineer/technician will perform an overall check of both centrifuges, including cleaning, oil changes, and application of lubricant to gaskets before September 30, 2023, or as soon as possible – Base Year. Option Year 1, if exercised, will have a deadline date of September 30, 2024, or as soon as possible.

Reporting requirements: At the completion of the overall preventive maintenance work and inspection of high-speed and ultra-centrifuges, the engineer/technician will provide a thorough diagnostic report and documentation of cleaning and maintenance performed.

5.0 Government Furnished: The High-speed centrifuge and ultra-centrifuge are located at 320 Filley Hall, University of Nebraska-East Campus, Lincoln, NE. USDA-ARS personnel will provide access to the building and the laboratory.

6.0 Travel: The engineer/technician will be traveling to the USDA-ARS Lincoln, NE location to perform the preventative maintenance.

7.0 Contractor’s Key Personnel: The Engineer/Technician will be specifically trained on the maintenance and repair of centrifuges.

8.0 Security Requirements: USDA-ARS personnel will provide the engineer/technician with access to a locked and secured laboratory. USDA-ARS personnel will be overseeing the technician throughout their visit. The centrifuges are not connected to government networks. If COVID-19 restrictions are still in place, the technician will also need to be admitted to the building and escorted through to the laboratory. The technician will be required to wear a mask throughout the visit. All personnel will be asked to maintain social distancing, hand washing/sanitizing, and sanitizing all surfaces as needed.

9.0 Data Rights: Not applicable

10.0 Section 508 – Electronic and Information Technology Standards: Not applicable

11.0 Performance Requirement Measures: Preventive maintenance, system diagnostics and tuning will clearly show the improved performance of High-speed centrifuge and ultracentrifuge and could prevent major damage to these centrifuges. Both these centrifuges are being used heavily in Wheat Virology research, and they are very expensive.

6.0 Travel: The engineer/technician will be traveling to the USDA-ARS Lincoln, NE location to perform the preventative maintenance.
