RFIs for Solicitation 12805B21Q0010

1.) The project is called remove existing EPDM roof and replace with TPO roof, however in several spots in the scope of work also Technical requirements is says to install new EPDM roof. Which is it?

ANSWER: Install 1/8” Tapered ISO System with 1” ISO Base (Avg. R-17.2).

Install a Firestone 60 mil EPDM ballasted system. Scope of Work is revised and attached.

2.) Is there a drawing of the roof to base a full tapered plan off of?

ANSWER: No.

3.) Is the deck wood, concrete, or metal?

ANSWER: Light weight gypsum

4.) At parts of the solicitation there is mention of a new TPO roof to be installed. If you look in the SOW it calls from a new EPDM. I would like further clarification of what is to be spec for this project.

ANSWER: See question 1 response.

5.) The spec calls for an average R Factor of 35. With the limited flashing height at the wall we can not achieve that. At the high point of the existing insulation at the wall we have 71/2” of existing insulation with 3” of flashing height under the precast window sill. 8” is the recommended flashing height. If we eliminate the cover board and maintain the peak insulation thickness at the wall using isocyanurate insulation and use a 1/8” per foot slope we will have an average R Factor of approx. 20.

ANSWER: R factor has been adjusted to avg. R-17.2. Also, see revised work statement.

6.) The spec calls for the Densdeck adhered, the next sentence calls for a ballasted system. Are we adhering or ballasting the roof system?

ANSWER: Ballasting

7.) There are 4 pcs. of mechanical equipment setting on 2 stringer curbs each. To work under this equipment we will have to disconnect and move them off the curbs. May need additional time to get a mechanical contractor on site for a proposal. Can we push the bid date back?

ANSWER: Due to the list of questions and the upcoming holiday, we will extend the bid closing date to November 27th.

8.) Do the guys need to have the new type of identification which allows them to fly or will basic state issued drivers license suffice?

ANSWER: Per the performance work statement, travel is not included in this contract. When workers arrive at the site, they must show a U.S. photo ID. If they need to fly, they need to follow the airline rules.

9.) The POP is 60 days after award. Do you have an estimated date of award? Are you aware (obviously you are) that weather in Fargo during December and January is challenging, so say the least? Can you give a more specific time frame of when the 60 day completion period will fall?

ANSWER: The 60 days will begin with the Notice to Proceed (NTP) which will be after award and will be discussed after contract award. Completion date to be on or before 2/28/2021.

10.) If the manufacturer will give the same warranty without reusing the existing rock, would this be something they would consider?

ANSWER: This solicitation is to bid the project as stated.

11.) Can you give an estimate of the lineal footage and approximate dimensions of the metal flashings being called for?

ANSWER: 143 linear feet

12.) The scuppers will need to be made from TPO clad material if you want the specified warranty. This is necessary so that the membrane can bond to the metal properly.

ANSWER: See revised Scope of Work, paragraph 3.0 H.

13.) Are there liquidated damages on this project? The schedule of 60 days is a pretty restricted schedule, especially with the weather as it is already. Snow and ice will make things even more difficult to remove the rock from the roof. Would the USDA consider extending the period of performance to account for roof conditions?

ANSWER: See question 9 response.

14.) If weather does not permit this work to occur, would there be considerations taken for this or considerations of a winter exclusion with NTP in the spring?

ANSWER: No.

15.) Under the technical requirements – Section A states to remove the existing roof system down to the deck. Currently, there is a two ply vapor barrier that was installed with hot asphalt on the concrete roof deck. Since this generally is very hard to remove, can we leave it in place?

ANSWER: See question 10 response.

16.) Currently the roof ponds water In the middle of the roof. Has anyone checked to make sure that the structure is flat and there are no additional structural issues?

ANSWER: No

17.) Line C states “1/2” Adhered” but line D states “60mil EPDM ballasted”. Our question is do they want a “rock ballast system” or an Adhered system as these are different things? Since the deck is light weight gypsum I would assume or suggest a rock ballasted system? These are two different systems so we would need clarification.

ANSWER: See question 1 response.

18.) We also want to clarify that the owner is looking for an Avg R value of 35 and not a minimum R value of 35?

ANSWER: See question 5 response.

19.) For the mechanical units on the roof, we will need to disconnect the mechanical and electrical systems connected to these machines in order to replace roofing under the units. The scope states to work around these units and we are not able to. Is it acceptable to set the units on the concrete below while the units are removed until they can be reinstalled? We also want to verify this as we are not sure what these units service and wanted to make sure that you were aware they will need to be temporarily disconnected at least in case they are connected to anything important and in case this affects any warranty on these units.

ANSWER: This solicitation is to bid the project as stated.

20.) We believe the 2” conduit on the roof will need to be disconnected and removed in order to replace the roofing underneath this conduit. Due to this, our electrical sub looked into the line and what it connects. When this line is removed, do we need to provide any temporary power in place of this electrical line? It appears it may serve some important items.

ANSWER: Refer to the Scope of Work. Temporary power was not specified.

21.) The 2” conduit also has some existing disconnects. Do we need to build a stand to mount the existing disconnects, and do we also want to reuse the existing disconnects or do you want to replace them as a part of this work? The existing disconnects appear to be hanging freely or connected to pieces of wood scattered between the equipment.

ANSWER: Not included in the scope of work.

22.) When the rooftop 3 inch chilled water piping is reinstalled, what type of roof support for the piping is required. I have attached picture #3 to show the present roof support which is inadequate to support the piping and would not suffice for reinstallation.

ANSWER: Not included in this scope of work.

23.) What type of insulation and thickness is going to be needed on the chilled water and heat reclaim loop piping?

24.) What type of Lagging will be required on the roof, will it need to be Aluminum or PVC jacket?

25.) What Gauge does the lagging need to be?

ANSWER: Not applicable.

26.) Will the Lagging need to be of the color coded materials?

Not applicable

27.) Because there will be new piping, does the USDA require a flush and fill of the entire system with cleaners and propylene Glycol? The current piping will not be reusable for the reinstallation of the system so this will need to be replaced.

ANWER: Beyond the scope of this project.

28.) What percentage of glycol mixture will be required?

29.) What percentage of Inhibitor will be required?

ANWER: Not applicable.

30.) Because all of the rooftop equipment will be shut down during the re-roofing and re-piping, will there be ongoing experiments inside that are affected by this? Could these experiments be moved to other parts of the building during construction or how would we need to schedule this? More of a consideration point for the USDA in preparations for this project.

31.) There is a leaking steam coil in the large McQuay unit. Will this steam coil need to get replaced before the piping is reinstalled? Will the USDA prefer to go to a Glycol coil with a steam Heat Exchanger and glycol piping instead?
