Questions and Answers for USDA ARS Cheyenne Windows Replacement Project
Is a Building Permit required for the project?
o If “YES”, from City of Cheyenne of County of Laramie?
Response ‐ no
The Statement of Work states disposal of windows needs to be accomplished per Wyoming Lead Based Paint Regulations and contractor will need to be certified in lead-based paint remediation. The website included in the Statement results in “site not found”. We have downloaded Wyoming Dept. of Environmental Quality…Lead-Based Paint Waste Management Guide. The guide is for waste generated for housing projects, not commercial projects. The Code of Federal Regulations for Lead-Based Paints states certification is only required for residential housing where children are present and child-care facilities.
This is the guideline State of Wyoming has used in our past projects. Our workers are trained in removal of lead-based paint but are not required to be certified.
o Is USDA requiring mandatory worker certification for removal and disposal of the existing windows?
Response – please refer to the pdf I previously sent from the WY DEQ website.
In regards to Lead Remediation, would Lead Renovation certification by the EPA cover the lead requirements specified by the bid?
Response – please refer to the pdf I previously sent from the WY DEQ website.
Existing windows at the greenhouse are metal frames that are recessed into the existing concrete walls. If entire metal frame is removed, damage to existing concrete is likely. Can perimeter of existing metal window frames be left in place?
Response – no.
Are the following items to be included in the solicitation response:
o Caulking at perimeter of new window units Response – not specified in Statement of Work – up to the contractor.
o Expanding foam insulation at perimeter of new window units Response – not specified in Statement of Work – up to the contractor.
o New exterior wood trim (Snap-in PVC trim is also an option) o New interior wood trim\ o Painting of new wood trim and/or existing wood trim
On mutton requirements, are they required to be placed inside of the thermal pane for the purpose of lower maintenance Response – yes.
On the exterior of all the wood windows, should the wood trim be wrapped in metal to reduce maintenance as part of the exterior finish work?
Response – not specified in Statement of Work – up to the contractor. Please note that the Statement of Work specifies that the windows need to match existing paint color or stain (inside and out)
When we replace steel windows, we cut out the center portions of the window and leave the outer frame of the steel window. Using wood to build up, we set our window inside the frame opening and insulate around entire window, then use vinyl finish to cover inside and outside the window before caulking. This method reduces damages to existing concrete surfaces. Is this acceptable for replacement of these windows?
Is there a specific type of insulation to be used around the new windows, either foam or sill sealer?
Response – not specified in Statement of Work – up to the contractor.
If exterior metal wrap is not required, what is the maximum caulkable gap allowed between insert window and existing frame, i.e.. 1/4", 3/8", etc.?
Response – preference is ¼”.
In regards to matching existing paint or stain, are you referring to interior, exterior, or both? Will a white window be acceptable both inside and out?
Response – both. Thus a white window will be acceptable both inside and out only if the existing window has these specifications. Please note that the Statement of Work specifies that the windows need to match existing paint color or stain (inside and out)
