About this file

This document is a collection of Bacteriological Sample Siting Plans (BSSPs) for multiple water systems managed by the United States Department of Agriculture Forest Service, Shasta-Trinity National Forest, and the State of California Department of Health Services, Division of Drinking Water.

The file contains BSSPs for nine separate water systems: USFS Yolla Bolla Corp Yard (groundwater system, nontransient-noncommunity), Junction City Guard Station, Big Bar Guard Station, Burnt Ranch Guard Station, Mule Creek Guard Station (connected to campgrounds, public-transient non-community), Coffee Creek Guard Station, Sims Guard Station, Lakeshore Guard Station, Turntable Bay, and Ash Creek Fire Station. Each BSSP details the water system classification, operational period, service connections, population served, and sampling frequency requirements. Sampling frequencies range from quarterly for most guard stations to monthly for the Mule Creek Guard Station campground (May through October). The plans specify routine sample locations (typically kitchen sinks, sampling stations, or hose bibs), follow-up repeat sample locations (upstream and downstream sites), and triggered source sample locations where applicable. Each plan identifies the testing laboratory (Pace Analytical for most systems), raw water sampling requirements, and system maps showing distribution piping, storage tanks, treatment facilities, and sample site locations. The plans note that whenever a routine sample tests positive for total coliform, four repeat samples (F1-F4) must be collected, followed by three follow-up samples the following month (F1-F3). All plans were prepared by Fred Perrin, Environmental Engineer/Certified Operations Representative, and approved by district and state regulatory representatives between March 10 and March 17, 2026.

Raw (Untreated) Surface Water Source Sampling:

The Surface Water Treatment Rule requires that your public water system collect at least one sample per month from the “raw” (untreated) surface water for each of your surface water sources. The raw samples shall be analyzed using “density” analysis and reported to the Division on Drinking Water by 10th day of the following month.

Raw (Untreated) Groundwater Source Sampling:

Are groundwater sources continuously treated with chlorine? YES NO Please collect at least one “raw” (untreated) sample every 3 months from each ground water source that is treated with disinfectant. NOTE: (1) Analytical results of all required samples collected in a calendar month shall be reported to the Division of Drinking Water not later than the 10th day of the following month. (2) The Division of Drinking must be notified by the end of the day on which the water system receives analytical results indicating the presence of Escherichia coli (E. coli), unless the notification or determination occurs after the Division of Drinking Water office is closed, in which case the Division of Drinking Water must be notified within 24 hours. (3) The water supplier shall also require the laboratory to immediately notify the Division of Drinking Water of any positive bacteriological results if the laboratory cannot make direct contact with the designated contact person within 24 hours. (4) If one or more samples in the repeat sample set is total coliform-positive, the water system shall collect and have analyzed an additional set of repeat samples and shall repeat this process until either no coliforms are detected in one complete repeat sample set or the water system determines that the MCL for total coliforms specified in California Code of Regulations, Title 22, Section 64426.1 has been exceeded and notifies the Division of Drinking Water. (5) Laboratory reports shall be retained by water system for a period of at least five years and shall be made available to the Division of Drinking Water upon request. (6) Please collect all routine samples early in the week and month to allow time for repeat samples.
