About this file
This is a Statement of Work for pest control services at Meyers Landfill in South Lake Tahoe, California under solicitation number 127EAY26Q0040.
The contractor shall provide pest control services to address burrowing rodent issues on an 11-acre landfill cap using environmentally safe "green" methods such as CO asphyxiation or trapping and removal, with no chemical use permitted. The contractor is responsible for providing all equipment, supplies, transportation, labor, and supervision necessary to complete the work. Treatments will be limited to summer and autumn when snow is absent, scheduled at the contractor's discretion with U.S. Forest Service Contracting Officer's Representative approval. Upon completion of each treatment, the contractor must submit a brief report documenting work performed and rodent activity findings. The landfill is located along Garbage Dump Road in South Lake Tahoe, accessible through a locked administrative gate, and requires site visit coordination with Robert Gibson at 530-721-9946 or robert.gibson@usda.gov. The treatment truck cannot drive onto the landfill cap; the contractor must use portable equipment and sufficient piping to access the treatment area without causing damage.
The base contract period runs from May 1, 2026 to April 30, 2027, with four optional one-year renewals extending through April 30, 2031. Contract award will be based on price, past performance, and technical approach. The contractor must obtain Worker's Compensation Insurance or provide valid exemption documentation within 10 calendar days of contract commencement, or the contract may be terminated for cause. Any prospective contractor requesting clarifications must submit written requests to the Contracting Officer prior to the solicitation closing date.

Solicitation Number: 127EAY26Q0040 Attachment 1 – Statement of Work
Statement of Requirements:
1 - SCOPE OF CONTRACT
Description of Work: The intent of this contract is to select a contractor who will provide pest control services at the Meyers Landfill located in South Lake Tahoe, CA. The contractor shall use a “green” approach not to harm wildlife or household pets to address the burrowing rodent issue on the Lake Tahoe Basin Management Unit at Meyers Landfill. Examples of a “green approach” may include pumping CO into burrows to asphyxiate the rodents, or the trapping and removal of rodents. No chemicals shall be used. The treatment area of the landfill cap is 11 acres in size.
Due to snow cover in the winter and spring, treatments will generally be limited to summer and autumn when the site is free of snow. Treatments will be scheduled at the contractor’s discretion with approval from the USFS COR. Upon completion of each treatment, the contractor shall provide a brief report of the work performed and the extent of rodent activity found.
Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project.
2- Project Location & Description
Location: Meyers Landfill is located in South Lake Tahoe, CA, along Garbage Dump Road.
Turn left onto Pioneer Trail from Highway 50 near the CA/NV state line, turn left onto Garbage Dump Road directly across from Elks Club Road. This is an administrative use road, and the contractor will need to be let in through the locked gate for access to the site.
Description: Meyers Landfill has an impermeable cap over the buried waste, with a native surface over that cap. In the years since its installation, burrowing animals have caused surface damage to the earthen cover. To prevent further damage and possible compromise of the impermeable cap, a pest control contractor is needed to deal with the burrowing animals.
To set up a site visit, please contact Robert Gibson at 530-721-9946 or email at robert.gibson@usda.gov.
Accessibility: * Any prospective contractor desiring an explanation or interpretation of the specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding.
3 – Maps * Two maps showing the general vicinity and/or specific work areas are included in Attachment 5. Maps are general in nature and are not to be considered as definitively identifying locations.
