Statement of Requirements:
1 - SCOPE OF CONTRACT
Description of Work: The intent of this contract is to select a contractor who will provide pest control services at the Meyers Landfill located in South Lake Tahoe, CA. The contractor shall use a “green” approach not to harm wildlife or household pets to address the burrowing rodent issue on the Lake Tahoe Basin Management Unit at Meyers Landfill. Examples of a “green approach” may include pumping CO into burrows to asphyxiate the rodents, or the trapping and removal of rodents. No chemicals shall be used. The treatment area of the landfill cap is 11 acres in size.
Due to snow cover in the winter and spring, treatments will generally be limited to summer and autumn when the site is free of snow. Treatments will be scheduled at the contractor’s discretion with approval from the USFS COR. Upon completion of each treatment, the contractor shall provide a brief report of the work performed and the extent of rodent activity found.
Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project.
2- Project Location & Description
Location: Meyers Landfill is located in South Lake Tahoe, CA, along Garbage Dump Road.
Turn left onto Pioneer Trail from Highway 50 near the CA/NV state line, turn left onto Garbage Dump Road directly across from Elks Club Road. This is an administrative use road, and the contractor will need to be let in through the locked gate for access to the site.
Description: Meyers Landfill has an impermeable cap over the buried waste, with a native surface over that cap. In the years since its installation, burrowing animals have caused surface damage to the earthen cover. To prevent further damage and possible compromise of the impermeable cap, a pest control contractor is needed to deal with the burrowing animals.
To set up a site visit, please contact Robert Gibson at 530-721-9946 or email at robert.gibson@usda.gov.

The technical capability should reflect a clear understanding of the nature of the work being undertaken and an understanding of the acceptable quality level.
3. Relevant Past Performance: Past performance is a measure of the degree to which a vendor, as an organization, has satisfied its customers, and complied with federal, state, and local laws and regulations. The Government may inquire about the following elements, which are all of equal importance in relation to each other, (1) quality of the work; (2) customer satisfaction; (3) timeliness of the Firm during performance and the final completion of the project; and (4) overall business relations.
Performance information for their firm and any proposed major subcontractors performing more than 20% of the work shall be submitted with a minimum of three references within the last three years.

Additionally, personal experience and an evaluator personal knowledge of quoters performance may be used.
The Government will determine the acceptability of each quote on a pass or fail basis considering the following factors:

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful Quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoters specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
