Statement of Work (SOW) – Engine Replacement for Fire Apparatus Unit 6372
Asset: International fire apparatus, Unit Number 6372 Owner/Agency: U.S. Forest Service, Lassen National Forest Objective: Replace the failed engine with a certified replacement engine and return the vehicle to full operational capability, reliability, and safety compliance.
1. Scope of Work
The contractor shall provide all labor, equipment, parts, and components for repair of engine with all components installed and all warranty provisions followed.
Contractor shall update maintenance/service records and do engine warranty documentation.
Contractor shall do post-installation start-up and basic test results report.
The Contractor shall provide final authorization noting vehicle readiness.

Emissions compliance: GHG14 Current condition: Equipment is non-operable.
Equipment will have to be towed from its current location at McCandless Truck Center, 2255 Larkin Circle, Sparks, NV 89431 to the place of repair at contractors’ expense.
Engine Replacement:
Certified OEM or equivalent replacement engine compatible with the vehicle’s specifications is required.
Safely remove the failed engine, including associated systems (cooling, fuel, electrical, exhaust, mounts).
Inspect mounting frame, transmission connection, driveshaft alignment, and related systems; repair or replace as needed.
Install the replacement engine with proper torque, alignment, and secure mounting.
Reconnect and refurbish ancillary systems (cooling, fuel, air intake, exhaust, electrical harnesses, sensors, ECU) as required.
Start-up, bleed and fill cooling system, and perform initial calibration according to OEM guidelines.
Conduct testing to verify engine operation: idle, basic load checks, oil pressure, coolant temperature, and absence of leaks.
Ensure safety and compliance with NFPA standards, OEM manuals, and USFS safety requirements.

Documentation and Handover
Update maintenance records with engine model, serial numbers, parts used, and warranty details.
Provide a concise summary of work performed, test results, and any follow-up maintenance needs.
Return the vehicle to ready-for-service status or staged readiness as appropriate, with any recommendations for future service.
2. Deliverables
The Contractor shall deliver the vehicle with:
Replaced engine and all associated components installed.
Updated maintenance/service records and engine warranty documentation.
Post-installation start-up and basic test results report.
Final authorization noting vehicle readiness.
Warranty on OEM or non-OEM Parts shall be a minimum of 3 years or 300,000 miles and at least 1 year labor.
3. Schedule (flexible)
Start date: estimated 04/15/2026 Estimated completion: 07/30/2026 Note: Schedule may shift due to parts availability, site access, and weather. The aim is to minimize downtime to support incident response readiness.
The contractor shall provide vehicle pickup from current location. Equipment will be picked up by the Forest Service after repair and inspection.
4. Roles and Responsibilities
Forest Service – Lassen National Forest:
The Government shall review and accept completion of the work.
Contractor Technician/Team:
The Contractor shall perform all removal, installation, testing, and documentation per OEM guidelines and safety standards.
The Contractor shall ensure proper disposal of replaced components and fluids in accordance with environmental rules.
5. Acceptance Criteria

The Engine shall start reliably and run within normal operating parameters without leaks.
All essential systems (cooling, fuel, electrical, sensors) operate correctly.
The vehicle passes basic functional checks and is ready for service. Documentation is complete with updated maintenance records and warranty information.
