About this file
This is a Statement of Work for the transportation of wild horses and burros from California to Tennessee. The Department of Agriculture Forest Service seeks a qualified transportation contractor to safely and humanely transport up to 83 animals—comprising 36 adult horses, 36 weanlings and yearlings, and 11 burros—from Double Devil Wild Horse Corrals in Alturas, California to Fall Creek Falls Equestrian in Pikeville, Tennessee between February 15-21, 2026. Pickup is available Monday through Friday from 6:30 AM to 3:30 PM at the origin facility, and the receiving facility has an off-loading chute capable of accommodating semi-trucks and trailers. The contractor must notify the delivery location of any delays departing the California facility.
The Statement of Work establishes comprehensive standards for animal handling, transportation vehicles, and procedures. Transportation must utilize straight deck or stock trailers with covered roofs, adequate headroom, and partition gates—at least one for trailers under 40 feet and at least two for trailers 40 feet or longer. Animals must be loaded according to specific square footage requirements per animal type and must not exceed 24 hours of continuous transport without access to hay, water, and rest at a clean, injury-free location unaffiliated with slaughter facilities. The contractor must comply with strict animal welfare requirements prohibiting abusive handling, requiring daylight loading and unloading except in approved circumstances, and maintaining non-slip surfaces on ramps and trailer floors. Transport drivers must observe animals every eight hours during transit and immediately notify the Forest Service of any illness, injury, or death. All animals must have current negative Equine Anemia testing (Coggins test) and appropriate health certificates, with special requirements for animals from states with Vesicular Stomatitis outbreaks.
