Questions and Answers for “Wild Horse Feed” (127EAY24Q0018)

1. Will 3 x 4 x 8 bales be acceptable?

a. Yes, that is acceptable

2. Can 3 x 4 and/or 4 x 4 bales be acceptable together, or must they all be uniform?

a. They need to be uniform, as we’re feeding a high volume of horses and need to bales to be similar in weight and size.

3. What are the RFV (Relative Feed Value), CP (Crude Protein), and TDN (Total Digestible Nutrients) requirements for the Alfalfa and Grass Hay?

a. We’ve never been this specific, we’ve been more general “suitable to horses” in the statement of work, and don’t require the hay to be tested, however- please see below.

b. RFV: 90-100 for Grass Hay and Alfalfa

c. CP: Grass Hay 8%-14% and Alfalfa 16%-21%

d. TDN: Grass Hay 52% to 60% Grass and Alfalfa 70%

4. How would you like my proposal to be submitted for this project?

a. Submit quotes by email to Joshua.Williams2@usda.gov.

5. Is there an incumbent? If so, can you provide the contract number or the contract amount?

a. Previous Awarded Vendor: KENDAL HORST

b. Contract #127EAY23P0033

c. Award Amount: $264,000

6. What is the height of the barn at the opening? The vendor’s Hay Squeeze for unloading, needs a 13 ft height clearance with at least a 10 ft opening.

a. The barn has more than enough head room and opening space for a hay squeeze. Past vendors have had no issues accessing and stacking hay in the bard. Please see photo attached.
