About this file

This is a Questions and Answers (Q&A) document for Solicitation 127EAX26R0009, addressing contractor inquiries regarding a repair by replacement project for Building 4 and a dip vat redesign at an USDA Forest Service facility.

The Q&A clarifies key project requirements and evaluation criteria. Contractors must use the government-provided pricing form without alteration for Base Bid, Alternate 1, and Alternate 2 submissions, with evaluation focused on total sum price. The government confirmed the provided Attachment 3 spreadsheet is accurate, though contractors remain responsible for verification. Regarding onsite personnel, the government advises a superintendent but leaves management structure decisions to the contractor's discretion. The project design is final and contractors are to bid based on provided specifications without redesign; as-builts can be provided upon request. No known issues exist with the existing PEMB structure. For Alternate 2 galvanizing of gates and pens, the base bid requires red iron, and galvanizing concerns regarding hardware tolerances do not waive the alternative requirement. Site utilities are captured in as-builts, with the base providing power while facility management handles water and sewer responsibility. Existing columns XA and XB on sheet S100 are confirmed as existing structures. The contractor must provide a finished Priefert "The Rancher" Model S0191 chute. Award will be made to the offeror with the highest technically rated proposal demonstrating acceptable or neutral past performance and fair and reasonable pricing—not lowest price technically acceptable (LPTA).

127EAX26R0009 Repair by Replacement BLDG 4 and Dip Vat Q&A #2

1. Referencing the government response to question 2 in posted in RFI#1, will the contractor be penalized for providing arbitrary line-item breakouts due to insufficient detailed information provided by vendors or subs?

Or will the government be focusing only on the total sum price for all line items per the Base Bid, Alternate 1 and Alternate 2?

A: Use the form provided, without alteration, this way evaluation can be conducted in the same manner for all contractors.

2. Please confirm that the government provided Attachment 3 has no formula errors. It is not contractor generated so therefore assume spreadsheet errors are the responsibility of the government.

A: To the best of my knowledge the form has no errors. It is the contractors responsibility to verify the information on the for is correct.

3. Please confirm the Prime Contractor is required to have a full-time Superintendent onsite at all times during construction.

a. Please confirm the Superintendent must be an employee of the prime contractor.

A: A superintendent on site is advised. The contractor is overall responsible for the work being performed.

4. Please confirm this project requires both a Superintendent and Quality Control Manager/SSHO (dual hat role).

A: The contractor is responsible for controlling the performance and quality of the project. How the contractor does this is the responsibility of the contractor.

5. Please provide as-builts for the existing PEMB shelter structure for evaluation.

A: As builts can be provided

6. Referencing Section 1.4 Design Responsibility in 13 34 19, is this design information required to be stamped by a structural engineer?

a. Further having as-builts will help an engineer in determining what additional bracing or modifications is required.

A: This is why we had the project designed. The bid shall be based on the design in the solicitation as your not bidding to redesign.

A: This design falls on the groups that designed it. Construction bids are to build the provided design.

7. Are there any known issues with the existing PEMB structure?

A: None

8. Referencing Alternative #2 to galvanize all gates and pens, the contractor is concerned the galvanizing process will likely cause a buildup on gate components/hardware (ie. Springs, hinges, etc.) that will affect tolerances associated with gate swing and latch performance.

a. Please advise on if the government will require the gates to be galvanized or this requirement can be waived for the gates and associated hardware.

A: This is an alternative the base bid shall be red iron

9. Please provide a site utility map for both above ground and below.

A: Site utility for this area is captured in the asbuilts

10. Are any of the site utilities private?

a. If so, please provide who the utility providers or responsible parties are.

A: The base provides power to the facility. Power distribution is responsibility of the facility. Water and sewer are facility responsibility

11. Please confirm if the columns XA and XB on sheet S100 are new or existing.

A: existing

12. Does the government wish to retain any of the demolished items?

A: NO

13. Please confirm the contractor is responsible for providing the Priefert “The Rancher” Model S0191 chute.

A: Yes the contractor is responsible for providing a finished product.

14. Please confirm this contract is NOT LPTA and that the contractor will be evaluated based on technical approach and past performance first and cost second.

A: Award will be made to the offeror with the highest technically rated proposal with fair and reasonable pricing and acceptable or neutral past performance.
