About this file

This is a Questions and Answers (Q&A) document for solicitation 127EAX26R0009, addressing contractor inquiries regarding pricing structure and submission requirements for a repair and replacement project at Building 4 (Dip Vat Redesign) for the USDA Forest Service. The solicitation is a small business set-aside with a North American Industry Classification Standard Code of 238190 and a small business size standard of $19 Million.

The Q&A clarifies two critical contracting matters: (1) the contract is structured as Firm Fixed Price with the option for progress payments, and (2) contractors must submit pricing on the provided form with all 44 line items individually priced, including overhead, profit, and general conditions costs allocated across each line item. Contractors are not permitted to submit alternative pricing formats such as lump sum pricing for the Base Bid and Alternates, despite requests from subcontractors unwilling to price in the detailed line-item manner. The government indicated willingness to accept a backup estimate showing general conditions and construction costs broken out by construction division for evaluation purposes, but the primary pricing submission must follow the specified spreadsheet format in Attachment 3 Schedule of Items.

127EAX26R0009 Repair by Replacement BLDG 4 and Dip Vat Q&A #1

1. We are reaching out to determine the intent behind the line item detail as currently laid out in Attachment 3 Schedule of Items. Is this contract Firm Fixed Price or will it be paid based on unit quantities?

A: This a Firm fixed price effort, however, progress payments can be made.

2. The current schedule would require the contractor to individually apply OH&P and other general conditions costs across 50+ line items. Further, we are getting some backlash from some of the subs as they are not wanting/willing to price in this manner, which would leave the prime contractor to arbitrarily breakout their pricing to match this spreadsheet. Would the USDA be amenable to the Contractor providing lump sum pricing for each of the Base Bid and Alternates?

We can also provide a backup estimate that shows all general conditions costs and construction costs broken out by construction division for government evaluation.

A: Pricing will need to be provided on the form as it’s currently shown. There are 44 line items that I counted.
