About this file

This is a Questions and Answers document (Q&A #2) for RFQ 127EAX26Q0104, addressing clarifications to the Building 13 Barn Window Replacement solicitation issued by the Department of Agriculture Forest Service. The document resolves six key inquiries from prospective bidders regarding site visit logistics, performance period, scope, NAICS coding, and window specifications.

The Q&A confirms critical project parameters: the site visit will accommodate both September 15, 2026 at 10:00 AM and September 16, 2026 at 9:00 AM CT with no advance registration required, with Joshua Wales designated as the point of contact. The required period of performance is 90 calendar days following Notice to Proceed, and the scope is strictly limited to Building 13 window work with no applicability to roof or garage repair. The NAICS code 238350 (Finish Carpentry Contractors) remains applicable despite replacement windows being non-wood, with the government encouraging qualified bidders regardless of NAICS alignment. The statement of work requirement to match windows previously installed in Buildings 11 and 22 will be supported by making existing windows available for inspection during the site visit, with manufacturer specifications to be provided on-site. This is a Total Small Business Set-Aside acquisition with a $19 million size standard threshold.

127EAX26Q0104 Building 13 Barn Window Repair Replacement Q&A #2

1. The Q&A lists the site visit for September 16, 2026, at 9:00 AM CT, while the original RFQ lists September 15, 2026, at 10:00 AM.

Please confirm the correct date and time and advise whether any additional registration or identification information is required. Please also confirm POC onsite and contact details.

A: POC will be Joshua Wales. The time in the Q&A#1 was included by accident, but the Government is going to accommodate both site visits.

2. Is advance registration or RSVP required to attend the site visit? If so, please provide the registration deadline and information required for each attendee.

A: No.

3. The solicitation and Statement of Work identify a 90-calendar-day completion period following Notice to Proceed; however, Factor 2 – Key Personnel refers to personnel assigned to meet a 60-day period of performance. Please confirm whether the required period of performance is 60 or 90 calendar days?

A: 90 calendar days

4. The Project Schedule section of the Statement of Work states that completion shall not exceed 90 days from NTP, with the repair of the roof of the main building and then the garage taking priority. Please confirm that the reference to roof and garage repair is not applicable to this requirement and that the scope is limited to the Building 13 window work described in the Project Requirements section?

A: Roof and Garage Repair are not applicable to this requirement.

5. Q&A #1 confirms that the replacement windows are not wood. Please confirm whether NAICS 238350 – Finish Carpentry Contractors remains the applicable NAICS code for this solicitation?

A: NAICS code is not changing we encourage those with the expertise to still bid regardless of NAICS code.

6. The Statement of Work requires replacement windows to match the style and appearance of windows previously installed in Buildings 11 and 22. Will the existing Building 11 and/or Building 22 windows be available for inspection during the site visit, and will any available manufacturer, model, frame material, glazing, performance, or other window specifications be provided at the site visit?

A: Yes
