About this file

This is a Questions and Answers (Q&A) document for the I Field Project solicitation (127EAX26Q0103), which is a Request for Quotation (RFQ) issued by the USDA-ARS Northern Great Plains Agricultural Research Laboratory. The document addresses eight clarification questions submitted by potential contractors regarding project scope, specifications, and execution requirements.

Key clarifications include: the 90-day completion period begins upon Notice to Proceed issuance; the underground electrical feeder is approximately 1,450 linear feet with the contractor responsible for coordinating utility services setup; no government tax exemptions apply, though labor is not taxable; quantities for measurement are provided in the Statement of Work; contractors must independently contact MorGranSou; the government will assume utility costs post-completion; direct buried electrical wire is permitted with waterproof conduit required only for above-ground connections; and all work must be completed within the performance period, with flexibility available through mutual agreement if material lead times require scheduling adjustments. The Q&A clarifies contractor responsibilities regarding permits, utility coordination, and specifications to support accurate pricing for the small business set-aside acquisition.

127EAX26Q0103 I Field Project Q&A #4

1. Which completion period controls where the documents state 60 and 90 days, and what event starts that period?

A: 90 days

2. Is the underground electrical feeder approximately 1,450 or 1,500 linear feet, and which utility service-point and meter/transformer responsibilities belong to the contractor? Please identify any required utility lead-time assumptions.

A: APPROXIMATELY 1450 linear ft. The contractor shall coordinate with the utility companies to set the services up for the USDA. No assumptions are currently known.

3. Please confirm the applicable tax treatment and whether any tax-exemption documentation is furnished.

A: There is no government exemption for sales tax or use tax. Labor is not taxable.

4. What process allows a proposed local subcontractor to measure the electrical/water interfaces and site quantities before pricing? We have not registered or committed an attendee.

A: Quantities provided in the SOW

5. Who is your contact with MorGranSou for this project?

A: Contractor must make contact. No contact.

6. Will utility fees be paid by owner or contractor?

A: All permits are the responsibility of the contractor. The government will pay utilities once it takes ownership of the space upon completion.

7. Is the wire allowed to be direct buried or does it need to be in conduit? The specs talk about direct bury cabling and then goes on to state that the contractor shall provide and install waterproof conduit and connectors.

A: The waterproof conduit and connectors are for the above groundwork. The wire is direct buried.

8. Is the electrical work expected to be completed this year or is there a little bit of play with that based on materials and utility?

A: All work shall be completed within the POP which starts after an NTP is issued. If lead time is needed to order materials then a mutual agreement between the awardee contractor and the Government can be reached.
