About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a road maintenance project issued by the USDA Forest Service. Amendment 001, effective October 6, 2026, corrects a typographical error in FAR Clause 52.336-10 (changed to 52.236-10 Operations and Storage Areas) and descopes work by updating quantities on certain line items. No line items were removed or added, and Attachments A (Schedule of Items), B (Drawings), and C (Maps) have been updated to reflect the revised quantities. The Site Visit, RFI Questions Due Date, and RFQ Due Date remain unchanged, and a 20% bid bond is still required with quote packages.
The underlying solicitation (127EAX26Q0102) is for RTLSA Road Maintenance on the Carson National Forest in New Mexico, involving road reconditioning, drain dip construction, road widening, aggregate surfacing, culvert replacement/installation, and cattleguard replacement across approximately 22.83 miles of National Forest System Roads. The contract period is 150 calendar days from Notice to Proceed. Base work includes 500 cubic yards of drain dip excavation, 490 cubic yards of road widening, 4,400 tons of aggregate surfacing, and installation of corrugated metal pipes. Two option items cover additional aggregate surfacing (3,900 tons) for passenger car access, and a third option is for cattleguard delivery. Work must comply with FP-24 Standard Specifications, Forest Service Supplemental Specifications, and Special Project Specifications detailed in the Statement of Work. Contractors must submit construction schedules, traffic control plans, soil erosion and sediment control plans, and progress reports according to specified timelines.

PROJECT NAME
RTLSA Road Maintenance Amendment 1
PROJECT SCOPE
The Carson National Forest is pursuing road maintenance activities to be accomplished on the Tres Piedras Ranger District during Fiscal Year 2027. Base items include road reconditioning, drain dip construction, road widening, aggregate surfacing, culvert replacement, culvert installation, and cattleguard replacement.
Road reconditioning will involve ditch maintenance, shoulder maintenance, roadbed maintenance, and aggregate surface maintenance where applicable. Drain dip construction will involve excavation and compaction of approximately 500 cubic yards of native material. Road and curve widening will involve approximately 490 cubic yards of excavation and compaction and will result in total road widths of at least twelve (12) feet. Aggregate surfacing will involve the placement and compaction of 4400 tons of new aggregate on a section of NFSR 421. Culvert installation will involve the placement of nine (9) corrugated metal pipes with diameters of eighteen (18) inches and lengths of thirty (30) feet, the placement of fourteen (14) corrugated metal pipes with diameters of twenty-four (24) inches and lengths of thirty (30) feet, and the placement of one (1) corrugated metal pipe with a diameter of forty-eight (48) inches and a length of thirty
(30) feet.
Two option items include aggregate surfacing with 3900 tons of new aggregate on sections of NFSRs 133 and 421. The objective of NFSRs 133 and 421 is to accommodate passenger car access. The objective of all other project roads is to accommodate access by high-clearance vehicles only. A third option item is for cattleguard delivery.
Work is necessary to accommodate access and stabilize roads and drainages within the Rio Chama Collaborative Forest Landscape Restoration Project area. Road maintenance activities will accommodate future timber cutting operations and will be subject to the transport of heavy machinery and log hauling.
The Contractor shall furnish labor, material, equipment, tools, transportation, and supplies necessary to complete the work according to the contract.
PROJECT LOCATION
The project is located on the Tres Piedras Ranger District of the Carson National Forest in Rio Arriba County, New Mexico. See Attachment C for specific locations. The project landscape is moderately steep and is generally located at the middle elevations of the area (between 8500 and 9500 feet). The landscape is used by the public for dispersed camping and hunting opportunities. Base and option items are located along National Forest System Roads (NFSRs) 133, 167, 167A, 167AC, 421, 576, 576C, 576D, 755, 756, 795, 795BB, 795DD, and 798AA for a total of 22.83 miles. However, not all tasks are applicable to this total length. NFSRs 133, 167, 167A, 421, 576, and 795 are open to the public. The remainder of the roads included in this contract are closed to the public and will be temporarily open for administrative access only.
The coordinates of the beginning of NFSR 133 are 36.712306, -106.155682, the coordinates of the beginning of NFSR 421 are 36.684772, -106.117996, and the coordinates of the beginning of NFSR 795 are 36.708446, -106.182950.
Directions to NFSR 133 from Carson National Forest Supervisor’s Office:
Head west on Cruz Alta Road for 0.2 miles. Turn right onto NM-68 for 1.3 miles. Continue straight onto US-64 for 4.1 miles. Turn left to stay on US-64 for 41.6 miles until reaching NFSR 133 on the right.
