About this file

This is a Questions and Answers (Q&A) document for solicitation 127EAX26Q0101, a Closed-Circuit Monitoring and Building Entry Modernization Project issued by the Department of Agriculture Forest Service as a Total Small Business Set-Aside RFQ. The document clarifies key technical and operational requirements for the integrated video surveillance and building entry system. The project requires a minimum of one camera focused on the front entrance, with vendors responsible for determining the appropriate quantity to adequately monitor the area and provide quality video footage. Access control must be applied only to the outer set of double doors, with activation opening both sets of doors via admin personnel or interior wheelchair/accessibility buttons. The system must be standalone and kept offline from USDA's internal network, with vendors required to supply all necessary network equipment. The government requires at least 150 access control cards initially, with the ability to order additional cards as needed. Two-way audio communication must utilize dedicated intercom phones in each office (not connected to the computer network), and the system must include dedicated monitors continuously displaying camera feeds in up to five offices. This represents the government's stated preferences based on the current system configuration.

127EAX26Q0101 Closed‑Circuit Monitoring and Building Entry Modernization Project Q&A #3

1. Can you please let me know the total camera count?

A: One camera currently installed.

2. Access Control – Number of Doors Could you please confirm how many doors require access control? The photographs appear to show the main exterior entrance followed by a second set of double doors. Should access control be provided only for the main exterior entrance, or are both sets of doors included in the requirement?

A: Locking access control should be applied only to outer set of double doors. Activation of entry system should open both sets of doors, whether activated by admin personnel or with interior wheelchair/accessibility button.

3. Camera Quantity and Locations The original camera layout/map appears to show four camera locations. However, the revised SOW seems to indicate that the camera scope is limited to the building’s main entrance. Could you please confirm the total number of cameras required and their intended locations?

A: Camera(s) and surveillance only at front entrance, and minimum of one camera required. Proposing vendors should determine how many cameras are appropriate to adequately monitor the front entrance for the purposes of monitoring activity in that area and providing quality video footage for admittance.

4. Standalone System / Network Connectivity The documents indicate that the system is required to be standalone and kept off the network. Could you please clarify whether this means the system must be completely offline, or simply isolated from USDA’s internal network? Will any network connectivity be made available for the access control and video surveillance systems?

A: As per the documentation, standalone system, vendor to supply network equipment

5. Access Control Cards / Credentials Could you please confirm the approximate number of access control cards or credentials that the contractor will be required to provide?

A: Need a supply of at least 150 access cards to start, and the ability to request/order more if/when needed.

6. Two-Way Audio for Offices The documents appear to require two-way audio communication with the offices. Could you please clarify how the Government would like this functionality to be provided? Should there be a dedicated desk/intercom phone in each office, or would personnel use the system software on their computers with a headset or computer audio?

Our recommendation would be to provide a dedicated desk/intercom phone in each applicable office, but we would like to confirm the Government’s preference before finalizing our quotation.

A: Current system utilizes dedicated intercom phone in each office, not connected to/through computer network. This is the government’s preference.

7. Office Display Monitors – Up to Five Offices Could you please clarify the intended requirement for the office display monitors? Is the expectation to provide a dedicated monitor in each office displaying the camera feed continuously, or would it be acceptable for authorized personnel to pull up the camera view as needed through the system software/client on their computers?

A: Current system utilizes dedicated monitors continuously displaying camera feed. This is the government’s preference.
