About this file

This is a Questions and Answers document (Q&A #1) for solicitation 127EAX26Q0101, a closed-circuit monitoring and building entry modernization project issued by the USDA Forest Service as a small business set-aside RFQ. The project involves acquiring and installing a modern IP/PoE-based video surveillance and building entry system at 1104 N Western Ave, Wenatchee, WA 98801 to replace aging infrastructure and improve physical security.

Key project requirements clarified in the Q&A include: exterior cameras with facility-wide visibility focused on the main building entry (no interior cameras required); a new badge reader/access card system with remote door-open capability enabling five authorized administrative personnel to unlock the main entrance from their offices via press-to-open commands with real-time response and audit logging; standalone system architecture kept off the USDA network with contractor-provided PoE network hardware; replacement of aging door hardware (strike, automatic operator, controller); and integration of audio communication capability with the existing doorbell system. The contractor is responsible for all network infrastructure and system components, with no manufacturer specified—commercial off-the-shelf (COTS) products meeting stated requirements are acceptable. The period of performance allows 90 business days of working time, with the contract dated 09/30/2026 to 01/31/2027 to accommodate potential delays. Bonds are not required. Site visits were scheduled for September 15, 2026 at 1100 PST, and the quotation deadline is September 15, 2026 at 2:30 PM PT, with an amendment (0001) to extend the bid date and incorporate a revised SOW. Contracting Officer Blaine Greenwalt (blaine.greenwalt@usda.gov) is the primary point of contact.

127EAX26Q0101 Closed‑Circuit Monitoring and Building Entry Modernization Project Q&A #1

1. We are requesting to schedule a site visit for our technician to better understand the project requirements and ensure all necessary preparations are in place?

A: Yes we will host a site visit 15 September @1100 PST, 1104 N Western Ave, Wenatchee, WA, 98801

2. Will the Government permit a site walkthrough prior to the quotation due date? The as-built drawings provided in the SOW are dated 1977–78, and accurate camera counts and cable routing would benefit from a site visit.

A: Yes we will host a site visit 15 September @1100 PST, 1104 N Western Ave, Wenatchee, WA, 98801

3. The marked floor plans show approximately four camera locations, while the SOW requires exterior, long-range, and dome cameras with facility-wide visibility. Is the marked layout the required design or a conceptual reference? Please confirm the intended total interior and exterior camera counts.

A: There are no interior cameras. Long Range will be stricken this is just for the building main entry: for notifying the employees inside that a visitor is at the main entrance, identifying who is at the main entrance via camera, the ability to communicate with them before entry and to let employees enter on their own in some industry acceptable fashion.

4. Is there a USDA-approved products list, or is Avigilon the required manufacturer? Please identify acceptable alternate manufacturers.

A: We do not have a required manufacturer, named manufacturer was intended as an example and has been stricken for a Commercial off the shelf (COTS) product that meets our requirements. Mike and Dave will send Salient characteristics to CO

5. Will the system reside on the USDA network (requiring an Authority to Operate / RMF package), or is it a standalone/air-gapped system? Will the Government furnish network switching/VLANs, or is the contractor to provide all PoE network hardware?

A: This will be stand-alone kept off the network, contractor will be responsible for all network hardware.

6. For the remote door-open requirement: is existing electrified door hardware in place for reuse, or is new door hardware (strike, automatic operator, controller) in scope? Please confirm that no badge or credential readers are required, consistent with the press-to-open description in the SOW.

A: This needs to be a new system, yes we need badge readers / access cards. Door hardware aging and needs to be replaced. These do not need to be linked with PIV/ LincPass IDs

7. SOW Section 8.1 requires the project lead to be bonded. Please specify the bond type and amount, and confirm whether a performance or payment bond is required at the contract level.

A: Bonds will not be required on this effort.

8. For a building of this age, is a current asbestos/ACM survey available prior to any wall or ceiling penetrations?

A: Some asbestos testing has been conducted, but not for all parts of the building. Testing can be verified for specific locations of the building as needed and identified.

9. The SF 1449 states a period of performance of 09/30/2026 to 01/31/2027, while the SOW states "not exceeding 90 business days." Which governs, and will delays attributable to long-lead equipment be treated as excusable?

A: 90 days of working time will be allowed, the contract is written for extra days in the event of delays.

10. Could you confirm the correct point of contact for questions, and that the solicitation is proceeding as scheduled to the 09/15/2026, 2:30 PM PT close?

A: The contracting officer Blaine Greenwalt (Email: blaine.greenwalt@usda.gov) is the correct POC for this opportunity.

11. We are requesting the following information:

Confirm that the bid date and time listed above are unchanged.

Planholders list/bidders list Estimated project value

Have you issued an addendum? If so, please attach them to this response.

A: Bid date and time are unchanged, will be extended with amendment 0001

There will not be a bidders list that is shared
Project magnitude/ estimated project value will not be disclosed on a service project
No addendums have been issued at this point.

12. There are references to a front entry system:

4.4 Remote Door Open Integration

The contractor shall fully integrate remote door-open capability. Requirements:

•Five (5) authorized administrative personnel must be able to have a press-to-open-based command to unlock and open main entrance from their offices.
•press-to-open Command must respond in real time
•All press-to-open events must be recorded and audit logged
•Functionality must persist during normal operation, alarm events, and system restart
•Testing shall validate door operation

Do you have more details on how this press to open command works currently? Does the door already have electronic locking hardware that can be reused or is there a way to get pictures of the current front door to try to come up with a solution? Is the intent to have this door release through the same program as the camera system?

A: door operation and camera software's do not necessarily need to be linked Currently someone can press the doorbell and there are 5 stations that can hear a doorbell, communicate with the visitor and respond by opening the door with a button. There’s also audio included as a capability. A revised SOW will be incorporated with amendment 0001.
