About this file
This is a Questions and Answers document dated September 25, 2026, for federal contract opportunity 127EAX26Q0085 regarding the installation of a precast concrete vault toilet at Treasure Lake for the General Services Administration (GAOA).
The document clarifies key project parameters and contractor responsibilities. A pre-quote site visit is scheduled for September 29, 2026, at 10:00 a.m. at Treasure Lake Trailhead on Teton Canyon Road (coordinates: 43.756236/-110.947680). The access route is suitable for delivery of fully assembled precast concrete vault restrooms via tractor-trailer and crane-equipped vehicle, though the road width is approximately 20 feet in a high snow area with delivery likely impossible after November 1. Field assembly of the precast system is permitted, with the vault and superstructure typically delivered as separate pieces. CXT Incorporated and Missoula Concrete Construction are identified as the basis of design, though equivalent products from other PCI-certified plants will be reviewed for acceptability. The Government provides staging areas near the project site for equipment, excavated material, and aggregate. Excavated material unsuitable for reuse must be hauled to a disposal area on Government property as designated by the Contracting Officer per Specification 02400. Building permits are not required for federal projects; however, contractors are responsible for obtaining all permits required for transportation and oversize hauling prior to entering federal property.
