About this file

This is a Questions and Answers document for solicitation 127EAX26Q0081, NFSR 24 Stabilization and Preservation, issued by the USDA Forest Service, Apache-Sitgreaves National Forests in Springerville, Arizona. The contract requires application of an 80/20 Lignosulphonate/Magnesium Chloride blend dust palliative to NFSR 24 from the NFSR 249E intersection to the NFSR 26 intersection (approximately 13 miles) at a rate of 0.5 gallons per square yard. This is a one-time application project with implementation scheduled for early spring 2027 (late April/early May) after lignin delivery and preparation. Work must not begin until lignin is ordered and prepared, and winter conditions must be avoided due to suboptimal performance. Contractors must perform all work in a single mobilization period if possible.

Key operational requirements include that contractors are responsible for hauling water to the site, as water cannot be drawn from Crescent Lake, Big Lake, or any streams; water is available for purchase in nearby towns of Springerville or Alpine with approximately one-hour haul time. The baseline contract covers the required length of NFSR 24, with optional line items for additional work at unit costs per 0.1 miles and 1 mile increments, contingent on contractor pricing and government funding. All labor, delivery, application, materials, and ancillary costs must be included in bid line items. Roads will remain open to public traffic, requiring contractors to post warning signs and implement traffic control measures. No road closure is required prior to the start of the concurrent NFSR 249E project, though coordination between contractors may be necessary if both projects operate simultaneously.

Text version

1. Will all the work be allowed to be performed in one mobilization?

Yes. This is preferred. Contractor should not begin work until the lignin has been ordered and prepared to be utilized for the contract.

1. Are the quantities for this project a one-time application or will this be a multiple application service type contract?

One-time application. Contractor will be applying lignin to the road at 0.5 gal/yd2.

1. Is there a specific time of the year you want this work to be performed?

Time can be scheduled with the Forest Service. It is expected the delivery of the lignin may take some time. Work should not be done during the winter as conditions are not optimal for use of lignin and ground work. Expected implementation is early spring 2027 (late April/early May).

1. Water - Would we be allowed to pull water out of Cresent or Big Lake?

No. Contractor is responsible for hauling water to the site. WATER CANNOT BE PULLED FROM CRESCENT OR BIG LAKE OR ANY STREAMS. Contractor should include relevant water costs in the line items they are incidental for in their bids.

1. Water 2 - If no to above is there a known source that water usually comes from for these projects?

Water can be purchased in the town of Springerville or Alpine or other locations. Haul is ~1hr to the site. Contractor can also potentially work out some kind of agreement to purchase water from the reservation/Sunrise Ski Resort.

1. Are we limited to finishing a certain length of roadway in its entirety prior to starting another area, or do we have access to the entire length of roadway?

The base line item is calculated quantity of dust palliative for the length of the NFSR 24 from start to the NFSR 24/26 intersection. This will be required for the contract. The option items listed in the Schedule of Items includes unit costs per 0.1 miles and 1 miles of additional work where award will be conditional on contractor bid and government funding available. Contractor should also include all labor, delivery, application, material, etc costs into the line item.

1. Another project in the same area is out for solicitation (NFSR 249E).

6. Will this project need to be completed prior to the start of that one?

No. The project will not need to be completed prior to the start of that one.

0. Access to this project will require truck traffic over a portion of that project!

The 249E contract will not require traffic along the NFSR 24. If the projects are occurring at the same time the 249E contractors can be directed to not use the NFSR 24/249E intersection to turn. Additionally, if they are ongoing at the precisely same time contractors may be asked to start at the NFSR24/26 intersection.

0. Of course, it would be nice if the same contractor was low on each.

1. Will questions from other contractors be distributed among all contractors that inquire on this project?

QA asked at the site visit:

1. Will government be shutting down roads for the duration of the projects?

No. The contractor will be required to place signs warning of road work and be mindful of the public. Traffic control and safety is strongly encouraged to be outlined in the technical proposal.
