About this file
The file is a Questions and Answers (Q&A) document for a federal solicitation for septic system replacement at the Gila National Forest, Reserve Ranger District in New Mexico. Key details include an extended proposal submission deadline of April 15, 2025, at 2:00 pm MDT, with the solicitation number 127EAX25Q0002. The project involves replacing two septic systems for ranger houses, with the contractor responsible for providing labor, materials, equipment, and services. The opportunity is a Small Business Set-Aside under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors.
The Q&A document addresses several important clarifications: bonding is required, subcontractor past performance can be included in proposals with clear attribution, and while residents currently occupy the two homes, they understand septic services will be interrupted during construction. The solicitation will be awarded as a Firm Fixed-Price Construction Contract using a Best Value/Tradeoff evaluation method, considering price, capability, and past performance. Proposals should be submitted via email to Elizabeth Lanum, with optional site visits available on March 27-28, 2025, strongly recommended but not mandatory. The project location is the Reserve Ranger Station at 5 Smokey Bear Circle, Reserve, New Mexico.

| List of site visit attendees | Septic Solutions, Silver City - Tuesday, April 1 |
| Would it be possible to extend the sue date for proposals by one week, from 4/9/2025 - 4/16/1015? | The deadline for proposals has been extended until Tuesday, April 15, 2025, at 2:00 pm MDT. |
| In the solicitation documents, there are many references to NMED standards and permits. However, after speaking with the Liquid Waste Specialist at the local NMED field office, since this property appears to be on federal land, it is out of NMED's jurisdiction for permitting and inspections. Does USFS want bidders to obtain "courtesy" permits and inspections from NMED for this project? Or is the intent to meet the NMED standards for this project, although NMED permits and inspections will not be required on Federal property? Please advise. | The purpose of the permitting is to ensure any and all work is up to the standards of NMED. Courtesy permits would be ideal as it exemplifies that the work is up to aforementioned standard. |
| Is it acceptable to include work of proposed subcontractor(s) in proposal packages as past performance examples? | You may provide work examples, but you must clearly state who performed the work. |
| The scope of work implies that the two existing septic systems are no longer functioning, but are they still in use? Please confirm that during the period of performance of this project, the two ranger's houses that will be served by new septic systems under this project, will be unoccupied and not using the septic system for the duration of construction work to decommission old and install new septic systems. | There are people living in the two homes, but when work is done they are aware that they will be without septic for several days. |
| Is bonding required for this opportunity? | Yes, bonding is required, as referenced in blocks 10 and 12a of the SF 1442 in the solicitation. |
| Does USFS have information about the location of any water wells in the vicinity of the two Rangers houses? Also, can USFS provide a site plan showing the approximate location of the existing leach fields? | Attaching most recent site plan; however, this site plan does not indicate the location of leach fields. Also attaching a photo showing the location of the septic tanks (marked as red squares). |
