About this file

This document is an amendment to a federal solicitation for the Dry Blue Creek UTV Trail Construction project. The amendment extends the deadline for responses to August 7, 2024, provides a site visit sign-in sheet, and posts responses to submitted RFIs.

The solicitation is for a firm-fixed price contract to restore and construct the Dry Blue UTV Trail 61 on the Quemado Ranger District of the Gila National Forest in New Mexico. The work includes rerouting trail sections, stabilizing and hardening low-water crossings, and revegetating disturbed areas. The government anticipates awarding the contract using a best value trade-off process, with the technical factors being more important than price. A site visit was held on July 16, 2024, and contractors were required to bring a UTV or ATV for access. The project is estimated to be between $100,000 to $250,000 and is a 100% small business set-aside. Davis-Bacon wages apply. Offers are due by July 31, 2024 at 1:00 PM MDT.

Questions and Answers:

1. Where do we source rock?

a. Rock must be sourced from an offsite location, to be determined by contractor.

2. Do the trail re-routes and hardened approaches need to be surveyed in or use best judgement for location?

a. Project can be implemented without a full survey but should be completed by flagging out alignments and crossings with a GIS track at a minimum. Critical locations for following coordinates closely are the crossings. Both the re-routes and crossings include coordinates which can be found in the design plans.

3. Do we need to seed the center of the new 2-track trail?

a. No, new center-line should re-vegetate over time. Seeding should be reserved for disturbance sites and for abandoned trail restoration.

4. Can we get a clarification on the timeline for work?

a. Implementation will be approved for 120 days, starting October 1 and not to exceed past February 28th.

5. Can we seed after the contract timeframe, so the seeds take in a more appropriate season/time of year?

a. Yes, if the contracting officer is notified that this is the preference so a stop order can be placed and re-initiated when the timeline for seeding work would be preferred.

6. Can the wire gate at the Mother Hubbard Trail be taken down temporarily to allow access of equipment to pass through to project site?

a. Yes, gate may be temporarily taken down, with the expectation that the width will not exceed 8 feet and that the gate will be returned to the original configuration at close out of project. There must be a temporary 8’ gate (can be wire, metal) that needs to always remain closed to prevent cattle from entering Dry Blue, as this is an area with sensitive species and cattle are not permitted.

7. Can full sized equipment be used?

a. Beyond the staging area, no full-sized vehicles or equipment are permitted to access the project site. Equipment such as mini excavators, skidsteer, dump trailer, small tractors or backhoes would be examples of equipment suitable for project area. Trail width is 8 feet, so equipment utilized should not exceed this.

8. Do the trees in the designated re-routes need to be flagged or have approval before they are removed?

a. No, they do not need approval before removal if they are under 15” DBH (diameter at breast height). Tree removal will be at the discretion of the contractor but should only be performed when necessary to clear the path for the re-routes. Material can be used to aid with blocking the old trail.

9. Are there any tonnages for the required Aggregates: (Primary and secondary treatment)?

a. We decided it is up to the contractor to come up with estimated amounts for the crossing treatments based on the details/dimensions on page 12 of the plans.

10. Is the source for said aggregates off site?

a. I do not know the exact location, but Caorlyn may be able to chime in as she stated they at the district found a good rock source in an ephemeral drainage on the lower end.

11. Plans indicate on sheet 5: “MINIMAL LOCAL GRADING ANTICIPATED.

CONSTRUCTION TRAFFIC WILL PRIMARILY ESTABLISH NEW ROUTE.” On sheet 8 (crossing detail ) it shows cutting which I suppose is only applicable to create the entry/exit slopes for the crossing, and is not present anywhere else along the new trail?

a. .Correct, the minimal local grading is only applicable to the entry/exit for the new crossings. The realignment will mostly be established by the construction equipment and vehicles. The terrain is flat thus making minimal to no grading necessary for the realignment. This trail is limited to OHV traffic only so

12. Can you provide co-ordinates for the end of the re-route section please.

a. The Northing/Easting for all the realignments are called out on the respective realignment sheets.
