1.0 PROJECT INTRODUCTION

1.1 PROJECT IDENTIFICATION

The Pipeline OHV area is a high-use, high-visibility OHV staging area near the town of Globe, AZ. Shade ramadas were installed by AZG&F over 20 years ago and the site has had user created trails created all around it which has contributed to people not using the facilities very often due to high-speed traffic. The purpose of the project is to improve user experience by repairing existing facilities and adding new constructed features to improve public health and safety and protect resources.

1.2 PROJECT POINTS OF CONTACT

Contracting Officer: Michael Carico Contracting Officer’s Representative (COR): Apedjinou, Kossigan Forest: Tonto National Forest

1.3 PERFORMANCE PERIOD

The project will commence construction after September 1st holiday and coordinated with the COR. The project is expected to take 60 days to complete from award of the project.

1.4 PROJECT LOCATION

The project site is located on the eastern side of the Globe Ranger District. Approximately at the southwest corner of the intersection of SR-70 and SR-77.

2.0 PROJECT SCOPE

2.1 SCOPE

The Contractor shall furnish all supervision, materials, equipment and vehicles, tools, parts, labor, transportation, lodging, and miscellaneous items to construct the new pipe rail delineating the staging area as well as the installation of a new vault toilet and kiosk.

All work shall be in accordance with the drawings and specifications contained herein.

No changes to the specifications, terms, or conditions of this statement of work shall be made without the prior approval of the Contracting Officer, in writing.

2.3 CONTRACT LINE-ITEM NUMBER (CLIN) DESCRIPTIONS

CLIN 001 Precast Concrete Double-Vault Toilet

Double-vault toilets shall be installed as roughly shown in Attachment A-1 & A-2 and directed/staked in the field by the Contracting Officer’s representative (COR). The following intrinsic values will be our basis for determining if your building meets our needs:

• The building will be a precast concrete building separate from the vaults, capable of being placed by a crane.

• The buildings will be required to meet all FSORAG and ABAAS requirements.

• Double vault toilet buildings will have a chase between the two rooms with a separate door.

• Each Vault vent will have a guard to prevent birds from roosting or entering them.

• The structures are to have a struck trowel ”stucco” siding texture on all four exterior walls, a concrete privacy screen for the single-vault toilets and a cedar shake textured roof.

• The roof color shall be Coca Milk and the wall color shall be Oatmeal Buff. The vents shall be placed behind the stall or rear upon entering the door.

• The color of the exterior of the building should be a sand beige or equivalent.

• The wall vent locations should be located in the rear of the building.

• The locks will be Yale and will need to be supplied by the Government and installed by the contractor. The building shall be signed with the standard signage indicating unisex.

• The building shall have an ABS lined concrete vault.

• The buildings shall meet the specifications attached.

• Installation shall be in accordance with the manufacturer’s installation specifications.

CLIN 002 5’x5’, 3-Panel Angled Kiosk

Contractor to install a Three-Panel Kiosk with each panel measuring 5 foot by 5 foot.

Constructed with dome-capped 5 x 5" Steel-tube uprights and professionally welded steel slotted mounting tabs that allow for expansion and contraction of sign panels as seasonal temperatures fluctuate. A powder coat (Rust Texture) finish provides long lasting durability for many years to come. The kiosk will be purchased from Rockart Industries or approved equal. Installation will follow manufacturer’s guidelines.

Location per Attachment A-2 with final location to be set by COR during the pre-construction meeting. Sign panels and a roof are not to be included. While there is no required mounting height for signs, mounting the lower front edge at 32 to 36 inches above the travel surface works well for most people.

5x5, 3-Panel Angled Kiosk, No Roof (48x48 Sign Panels) | Rockart Signs & Markers

CLIN 003 4” OD Black Steel Pipe Rail

Contractor to construct pipe rail per attached drawings and specifications. The pipe will be 4” outside diameter black pipe. Welds to conform to industry standards with a continuous weld without any breaks. Layout of pipe rail shall match the map in Attachment A-1 and will be flagged onsite with the COR prior to the project starting.

Concrete footings to be coned up at pipe to prevent water ponding around the pipes.

Openings for drives to be flagged onsite with the COR prior to the project starting as well. Refer to Pipe Railing detail page for specifics.

CLIN 004 Repair Existing Ramadas

Existing metal ramadas need their roofing material to either be repaired or replaced depending on the current condition of the roofing material. Once the roofs are repaired, each of the ramadas are to be painted to prevent corrosion. Contractor to provide paint color sample prior to project commencing. Provide submittal 14 days prior to ordering paint.

CLIN 005 Grading Around Toilet Building and Kiosk

Contractor to construct accessible parking area as shown on Attachment A-2. The parking area will be 40 feet long and 16 feet wide in front of the new kiosk and toilet.

The contractor shall place a 3-inch lift of aggregate base compacted with water to 90% compaction per FP-14 specifications. The contractor will also install ABAAS signage to designate the parking space. All spoils from the grading will be place elsewhere onsite as designated by the COR.

CLIN 006 Maintenance for Existing Cattle Guard

Contractor to clean out the cattle guard located at the entrance to the area off of the state highway. The grate is to be removed, material in the concrete box is to be excavated and disposed of onsite and the grate is to be placed and secured to its prior location. Road closure devices will be required during this work to prevent users from attempting to cross. The timing of this work will need to be scheduled to provide ample time for the COR to coordinate a closure notice to the public.

CLIN 007 & 008 Picket Post Pipe Rail Improvements

(This is an optional bid item to the overall contract)

The project is located on the Globe Ranger District of the Tonto National Forest, near Picket Post trailhead about 4 miles west of the town of Superior AZ. (N 33.16.09 W 111.10.56) Attachment A-3 shows the extent of the Picket Post fencing project.

Contractor to construct a pipe rail fence per the pipe rail detail along the designated route indicated on Attachment A-3. Vegetation removal to be minimized to only where it will directly conflict with the pipe rail or the holes needed to be dug for the pipe rail.

One horse crossover will be constructed and installed. Details of the crossover are on Attachment A-4 and location of install is shown on Attachment A-3.

Being that this is located in a separate location, contractor to provide schedule to coordinate both projects either concurrently or sequentially. Both approaches are acceptable. Jobsite can be closed during off peak season months May thru October. The Picket Post road and main trailhead will need to remain open if construction takes place November through April.
