About this file

This federal contract opportunity solicits proposals for the final design and construction of aquatic habitat restoration structures to restore a reach of Willow Creek located on the Gila National Forest in New Mexico. The work includes constructing rock clusters, J-hook vanes, cross vane weirs, bank sloping, willow bundle installations, brush revetment installations, and native seeding. Final design is also required prior to implementation and must include estimates of required materials, locations of erosion control structures, and engineering designs. The Department of Agriculture Forest Service R3-Southwestern Region will accept proposals until January 9, 2024 and anticipates awarding a firm fixed-price contract using a best value tradeoff methodology. The small business set-aside contract is between $100,000-$250,000 and requires payment and performance bonds. Davis-Bacon wage rates apply to work performed onsite.

Amendment II RFI response and handouts RFI Response:

· The Forest Service fish bio will take care of the biological opinion requirements for the Gila trout.

· Does the Forest Service have Lidar available? USGS Lidar Explorer Map (nationalmap.gov)

· The erosion control cloth would be to secure the inchannel structures as needed into the channel or the banks. Appendix C will show you some of the different methods that it is used to secure footings or toe rocks, etc. There is discussion in the NOTES under each of the recommended practices.

· Clarification on how many j hook and cross vein weirs. All source solicitation documents are correct please reference them.

· Please ignore the captions on the photos. We were getting a 404 permit for a rain on snow event that washed out the road. There is no road work involved in this contract as the channel is located away from the road in the location, we are seeking bids on.

Handouts and Pictures attached:

· Source Rock

· Wilderness boundary picture

· Appendix D - Recommended Measures and Locations_cutversion

· Appendix C - Detail Drawings for Proposed Practices

· FR 28 Willow Creek Emergency Stabilization

· This document is from a few years ago that shows the general state of Willow Creek. While the photos in here aren’t necessarily of the reach we are requesting bids on, it will give you an idea of what the channel looks like. There has been some healing since these pictures were taken but the setting remains the same. There are no road crossings in this reach. There is approximately a 100+ yd section of cut bank that will require work with heavy equipment and structure placement. The uppermost section near the wilderness boundary has a great deal of deadfall. We will give permission for a contractor to cut this deadfall to access the channel. It is rather a pain to pick your way through. We already have a 404 permit for the work. We may need to get an extension, but the Forest will take care of this. Also, we have some limitations related to Gila trout, but our forest fish biologist will handle seine placement and fish removal if necessary. In channel work will not be allowed until following May 20 which is to allow for Gila trout spawning season to end. Design work can happen prior to that as well as willow planting outside the active channel.

· Again, please ignore the captions on the photos. We were getting a 404 permit for a rain on snow event that washed out the road. There is no road work involved in this contract as the channel is located away from the road in the location, we are seeking bids on.
