SECTION C – STATEMENT OF WORK/DESCRIPTIONS

C.1 – GENERAL DESCRIPTION OF WORK

The Contractor shall furnish all supervision, materials, equipment and vehicles, tools, parts, labor, transportation, lodging, and miscellaneous items to a rolling gate with keypad pedestal and remote opening capabilities and pressure pad for exiting vehicles. Optionally approximately 200 feet of chain link fence will be installed from the end of the gate to the building. The project is located on the Black Mesa Ranger District.

All work shall be in accordance with the plans and specifications contained herein. No changes to the specifications, terms, or conditions of this Request for Quotations (RFQ) shall be made without the prior approval of the Contracting Officer in writing.

The Government intends to award a contract based on Best Value -- LPTA (Lowest Price Technically Acceptable). The offeror that demonstrates that they have technical skill required and lowest price. In order to remain in the competitive range, Offerors (Contractors) shall submit the Return Package with the requirements in Section M, Evaluation Factors.

C.2 – LOCATION OF PROJECT

The project is located on the Black Mesa Administrative Site, 2748 E. HWY 260 Overgaard, AZ 85933

C.3 – SPECIFIC SCOPE OF WORK

C3.1 General Requirements

All work shall be completed in accordance with the contract drawings and specifications outlined herein. Site specific utilities, such as plumbing and electrical, must be field verified to the maximum practicable extent. A site visit is strongly recommended prior to bidding the work.

All substituted items or “approved equals” to the specifications shall be approved in writing by the Contracting Officer prior to purchasing.

C3.2 Base line item B1.1 An electronically controlled rolling gate will be installed at the entrance to the administrative parking area (approximately a 40-foot span). All leveling, earth work, bracing, and electrical for the gate is the responsibility of the contractor. A pedestal will be installed on the left out of the driveway accessible from a vehicle driver’s seat with a keypad and fob compatibility with 10 fobs provided. A pressure sensor will be installed on the exit side for gate operation. The contractor will be responsible for all blue staking for the project. Disposal of all trash legally and off-site is the responsibility of the contractor. Contractor shall verify all measurements and quantities prior to ordering/purchasing materials. C3.3 Option Item O1.1 Approximately 200 feet of chain link fence will be installed at the end of the gate that runs to the yard. SECTION D – PACKAGING AND MARKING

Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation. In order to meet the Technical Capability Requirements, offers shall address the following factors:

Factor a - tools, equipment, training, and general business practices should be developed in the statement or document to satisfy an evaluation panel that you the contractor has a level of technical capability that meets or exceeds the requirements to perform this work.

Factors b - Provide specific information to gain a better understanding of the requirements to remodel residential houses, that documents and addresses your firm’s experience and capability. You may provide your own drawings, illustrations, documents, or photos to support your capability to perform the work.

SECTION F – DELIVERIES OR PERFORMANCE

FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives notice-to-proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 90 calendar days from issuance of notice-to-proceed. The time stated for completion shall include final cleanup of the premises.

AGAR 452.236-75 MAXIMUM WORK WEEK – CONSTRUCTION SCHEDULE (NOV 1996)

Within 5 calendar days after receipt of a written request from the Contracting Officer, the Contractor must submit the following information in writing for approval:

1. A schedule as required by FAR 52.236-15, Schedules for Construction Contracts, and

1. The hours (including the daily starting and stopping times) and days of the week the Contractor proposed to carry out the work.

The maximum workweek shall be Monday through Friday, 0700 – 1700. Any change in the work schedule shall be approved in writing by the Contracting Officer prior to commencement.

SECTION M--EVALUATION FACTORS FOR AWARD

M1.0 BASIS FOR AWARD:

BEST VALUE – LPTA (LOWEST PRICE TECHNICALLY ACCEPTABLE). Offers will be reviewed for conformance to the requirements of this RFQ. Award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that meets or exceeds the acceptability standards for technical factors. Failure to provide adequate information for Technical subfactors a & b, will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.

Under LPTA:

1. Evaluation factors and significant subfactors that establish the requirements of acceptability shall be set forth in the solicitation.

2. Tradeoffs are not permitted.

3. Offers are evaluated for acceptability but not ranked using non-cost/price factors.

M2.0 TECHNICAL CAPABILITY REQUIREMENTS:

Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation. M3.0 PRICES:

Competitive offers will establish price reasonableness. Therefore, when contracting on a firm-fixed-price basis, comparison of the proposed prices will satisfy the requirement to perform a price analysis (cost analysis need not be performed). Contracting Officer intends to award without discussions, offerors shall provide their best prices up front. Pricing will serve as a final determining factor for award under LPTA.

(If the Contracting Officer elects to consider Past Performance as an additional evaluation factor, it shall be evaluated in accordance with FAR Subpart 15.305).
