22. Since sec B is the supply, should Sec B be completed before Sec A?
Phasing of this project is not in any particular order other than a way to easily maintain control the project area. If it would make sense to construct Phase B before Phase A please provide detailed scheduling and reasons for wishing to change phase order.
23. What is the standard Right of Way for the Pipe?
Because the new water lines will be installed along the road way, there is no ROW for the pipe but it should be installed to as close the edge of pavement as possible with causing damage to the pavement or preventing it from being installed properly.
24. If coil stock HDPE is used, can the testing be completed at the end of each roll? Most coil stock is on 100’ to 500’ rolls and testing would be performed at the end of the coil stock.
We would like to test the pipe in its buried condition. In the unlikely event of a leak, the responsibility for the excavation and repair would fall to the contractor.
Yes, the HDPE can be completed at the end of each roll as the reason for testing is to test the joints. The joints must be left unburied until it has been tested.
25. Is the buy American Act valid for this project?
The Buy American Act is valid for all parts on this project but if not available please contact the CO.
26. Can we use a padding machine to bed the pipe? This process is the industry standard for high pressure HDPE natural gas lines.
Provide the submittal and we will review.
27. Sheet T2 General Note 15. Can you tell me where the “limits of construction” are indicated - where is it indicated? We do realize that this is a pristine area in a National
Forrest and we always do our best to minimize impact to the environment.
You are thinking correctly.
28. Would 3/8' minus be acceptable for pipe bedding and shading? This is finer than what the is the industry standard for backfill on the HDPE.
Yes 3/8” minus aggregate would be acceptable as Specification 321000 – Earthworks only calls out for ¾” minus for the pipe and valve box bedding.
29. Was attendance at the pre-bid meeting required to submit a bid?
No the pre-bid meeting was not a mandatory requirement to submit a bid.
30. I saw a bid bond is required, will you also require a payment and performance bond?
Yes, a payment and performance bond will also be required for this project.
31. Due to no geotechnical logs, is there going to be a linear foot rock adder for rock excavation encountered on the job? Or is contractor to assume all rock risk in our base price?
No, the Contractor will need to assume all rock risk in the base bid for excavation.
32. Is electrofusion an acceptable method for all the HDPE pipe fittings?
No, butt fusion will be the only acceptable method for all HDPE Pipe fittings.
33. Is there a specification for pressure testing and/or pipe disinfection prior to cut over and energizing the new line?
Specifications for pressure testing and/or pipe disinfection prior to connecting to active line are listed in 221100 – Water Distribution Systems 3.7 & 3.8.
34. Will you consider bids for partial phases, or should contractor assume only bids for all phases will be awarded?
It is the intent of the forest service to award all phase of this project at the same time;
however; in the event that the bids are over funding threshold, the forest may consider awarding various phases of the project.
35. We’ve also noticed a few discrepancy between the takeoff sheets and the bid tab - In pipe size and in quantities. Should everything be based off of bid tab, I’ve listed some examples below.
a. First Example – the phase A, bid tab Base pay item number 221100-1A-1" (HDPE Water Line Replacement - 1") shows a quantity of 1270’ – yet on the actual phase A cut-sheet (C2) it list for the same item only 175’
These number do match at 1270’
b. Second example is on is also on Phase A, pay items below list all as .5” but the actual cut-sheet list the size as .5”, 1”,and 1.5”
• 221103-3A-0.5" Pressure Reducing Valve Assembly & Box Installation - 0.5" DQ EA 5 This was a
• 221103-3A-1" Pressure Reducing Valve Assembly & Box Installation - 0.5" DQ EA typo and
• 221103-3A-1.5" Pressure Reducing Valve Assembly & Box Installation - 0.5" DQ EA 1 these are correct.
36. Is there a date that this campground is shut down and drained for the season, if so, what is that date? Or does it remain operational all season?
The Campgrounds are closed November 1st – April 1st, however, the line to Eagle Ridge stay on for the Camp Host year round and both North and South Shore Day Use Areas stay on year round.
37. Will the current water operator who oversees the system be present during the construction phase of this project?
No, the Water Operator of Record on this system (Mike Martin), is not the COR; however, the COR is a ADEQ Certified Water Operator.
38. Will the new utilities be installed in the same alignment of the existing utilities? For example, remove and replace piping in existing ditch? Or abandon the old system once the new system is in place?
There are portions of the system that will be removing existing and replacing with new pipe and there are portions of the system that will be abandoned in place.
39. The warranty period seems a bit vague for the type of work to be done. Could you clarify in period of time? (Days, weeks or months) Bonding agents will want more detail.
Warranty shall continue for a period of 1 year from the date of final acceptance of the work
40. I do not see any insurance requirements for this project. Can you provide that information if applicable?
The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract
41. I see in the SOW section 1.07, C a reference to contract Fire Plan requirements. Can you please provide contract Fire Plan Requirements?
Yes fire plan was attached to solicitation
42. Can crews stay on site during construction – It was pointed out that a portion of phase D, ( Peregrine camp ground) will be shut down for a laydown yard, can our crews camp at that location?
Off season (November 1 through March 31) use of Peregrine is acceptable. Construction during this window minimizes impacts and conflicts with recreation visitors, site hosts and others.
During the operating season (between now and November 1), Sevenmile Gulch trailhead (West side of Walker Road and just north of North Shore – Lynx Lake – Day use) or Hoot Owl Spring quarry road (across from Eagle Ridge Group Campground) are reasonable and preferred staging options. Sevenmile falls under recreation management. Hoot Owl Spring should be coordinated with the minerals program.
If necessary, administrative holds/closures should be done 6 months in advance barring emergency(ies), in the interest of customer service.
Note: Peregrine is accessed through Osprey. Staging in Peregrine is likely to impact parties using Osprey. Large groups reserve both Osprey and Peregrine. Planning and coordinating group use is often complex and requires greater lead time.
43. The specifications on pg. 4 item E – Erosion protection “– The Contractor shall prepare and submit an Environmental Protection and Storm Water Pollution Plan to the COR.” and on D1 gives details for an erosion control plan.
Nowhere does it give extent of plan- this area is very mountainous and the obvious SWPPP areas are on the downhill side in areas of natural runoff but I want to confirm this is what the USDA had in mind.
These plans can be included in one document. SWPP shall include items such as equipment refueling locations and procedures in case of spill; any materials on hand for spills; crew training in pollution prevention. Erosion control items shall specifically address excavated material stockpiles and how erosion that could occur in rain storms, for instance, will be contained and prevented from entering live water if any is near to excavated areas. Extent of plan will be extent of planned excavation.
44. We were told while on site walk that lynx lake recreation area shuts down October 1st, other than the two day-use areas. Is it the USDA intent to schedule the start date after October 1st.
The Recreation areas do not shut down; however the campgrounds do shut down November 1st and open back up the on April 1st. It is the intent of the Forest to begin working as soon as possible after award.
45. In situations where the trench will run along the large ponderosa pine – most likely the roots will be cut and the pines will not survive,
a. Will we need to demo these trees, Not necessarily. Pine trees are somewhat resilient to root disturbance. If you take less than 50% of the area of the roots, and make an effort to minimize root damage the trees may survive and will not need to be cut.
However, if trees need to be cut, the material will need to either be removed from the forest or chipped on site, with chip depth not to exceed 4 inches.
b. Has a survey been done on these trees
No, a tree survey has not been done in this area; however, if it is necessary to remove or damage trees, the contractor shall flag the trees (with vinyl flagging around the trunk of the tree, preferably at 4 to 5 feet high) and someone from the Forestry program can take a look at the trees and we will paint trees approved for removal with blue paint and write a free use hazard tree permit for their removal.
c. If so do you have a count of the number to be demoed.
No
46. The tie in with the existing water-well C2 item 15 mentions a pitless adaptor.
a. Who will pull existing pump
The Contractor who is awarded this project will be responsible for pulling the existing pump.
b. What is depth of pump
The well was originally drilled in 1978 and at the time was approximately 150’, in 1990 the well was deepened to a depth of 265’ (contractor shall verify actual depth) and has a 4” casing. Water level in 1990 was at 55’. Well ID is 55-631911.
