About this file
This is Amendment A00001 to solicitation 127EAW26Q0054 for the Angeles National Forest Supervisor's Office Storm Damage Facility Repair project, issued by the USDA Forest Service Procurement Operations Construction and A-E Division West on August 20, 2026. The amendment incorporates an RFI Log containing fifteen requests for information and corresponding government responses that are now mandatory requirements for any subsequent contract award. Contractors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation, failure to do so may result in offer rejection.
The RFI Log addresses critical project specifications including tree trimming and landscaping scope (incidental only), contractor selection of equipment and means/methods, wood siding specifications and color verification requirements, confirmation that the 4,500 square foot quantity represents net replacement area after deductions, thermal barrier/underlayment installation requirements during siding replacement, treatment of concealed deterioration discovered during work (to be addressed as change orders if materially exceeding stated scope), stain coating requirements following manufacturer recommendations, fascia replacement beyond 120 linear feet to be handled as change orders, scaffolding and lift placement restrictions near HVAC units and occupied areas, ceiling suspension grid damage inspection and documentation procedures, and past performance project requirements (within specified evaluation timeframe; for joint ventures, the submitting party's UEI number must demonstrate the past performance). The document emphasizes that all telephone requests for information will not be accepted, and offerors must submit questions in writing to the Contracting Officer following the site visit.

Please provide preferred Means and methods, as far as working with Scissor lift, scaffolding, ect.?
The selection of means and methods, including scissor lifts, scaffolding, or other equipment, is determined solely by the Contractor. All work is to be performed safely and in compliance with applicable codes and regulations.

Old Documents show the this items may be the wood pattern for the wood siding. Please revise attachment "5. Ceiling Tiles and Wood Siding Specifications.pdf"
Please confirm whether the 4,500 SF quantity represents the Government's estimated net replacement area after deducting windows, doors, stone veneer, and other openings, or whether it represents gross wall area.
Yes, that is correct. The 4,500 SF quantity represents the net replacement area after deducting windows, doors, stone veneer, and all other openings.
The SOW requires replacement of the thermal barrier when wood siding is replaced. Please clarify the Government's intended treatment of concealed deterioration discovered after siding removal, including damaged underlayment, sheathing, framing, termite damage, mold, or water damaged materials.
The intent of the SOW is that the Contractor identify and remove all deteriorated wood components and any associated underlayment as needed during siding replacement. Any concealed deterioration discovered after siding removal including damaged underlayment, sheathing, framing, termite damage, mold, or water‑damaged materials is to be addressed by the Contractor consistent with the requirement to remove deteriorated components and install new materials matching existing conditions. Replacement of the thermal barrier is also required wherever wood siding is replaced.
Please confirm whether conditions materially beyond the stated siding repair scope and quantities will be addressed through a Government directed contract modification/change order when properly documented and approved.
If conditions are discovered that materially exceed the stated siding repair scope and quantities, they will be addressed through a contract modification or change order, provided the contractor properly documents the conditions and obtains prior Government approval.
Please identify the exact type, thickness, manufacturer, or specification requirement for the thermal barrier/underlayment to be installed behind replacement wood siding.
The Government does not have a specific type, thickness, or manufacturer identified beyond what is already included in the project specifications. The Contractor should select a thermal barrier/underlayment that meets the applicable requirements outlined in the specifications and complies with relevant codes and standards.
Please confirm the existing exterior wood siding species, profile, nominal dimensions, exposure, and pattern required for replacement.
Please review the attachments included with the solicitation for the existing siding species, profile, dimensions, exposure, and pattern.
The Contractor is responsible for verifying all existing conditions prior to ordering or installation.
Please clarify the required number of stain coats and whether existing coatings are expected to require full removal or only preparation/sanding prior to conditioning and staining.
The required stain coats follow the manufacturer’s recommendations.
Existing coatings must be properly sanded, cleaned, and prepared prior to conditioning and staining, consistent with the stated scope.
If deteriorated fascia is discovered behind existing gutters during removal, please clarify whether replacement beyond the stated 120 LF will be handled as additional work/change order when properly documented and approved.
Any deteriorated fascia discovered beyond the stated 120 LF will be considered a modification/change order, but only if authorized by the Government and supported by proper documentation.
Please confirm whether any restrictions exist concerning placement of scaffolding or lifts around landscaping, sidewalks, parking areas, HVAC equipment, entrances, or other occupied portions of the facility.
There are existing HVAC units on the north end of the office, as shown in the '3. Wood Siding Area Repairs.pdf' attachment. The Contractor must ensure safe placement of scaffolding and lifts around all occupied areas, including sidewalks and parking zones, and exercise caution with staff walking or driving into the compound. Proper coordination with facility personnel will be required to maintain safe access and operations.
Please clarify whether damaged suspension grid/T-bars, hangers, or other ceiling-support components discovered during tile removal are included in the base scope or will be addressed separately if concealed damage is discovered.
The Contractor is required to inspect the T‑bars, but any concealed damage found beyond tile replacement will need to be identified, documented, and submitted for Government review to determine if additional work is warranted.
