About this file
This is a Request for Information (RFI) document and corresponding government responses for USDA Forest Service contract 127EAW26Q0018 - Frazier Mountain Road Paving project, updated May 5, 2026. The document contains ten RFI submissions and official government clarifications addressing technical specifications and project requirements for road rehabilitation work.
Key technical clarifications include: a low area at the main office gate (approximately 10'x10') requires sawcut and hot patch before slurry coat application; no liquidated damages apply to the project; existing road widths remain unchanged; Class 2 base is a contingency bid item for areas where ground asphalt appears insufficient; Caltrans recycled Class 2 base is acceptable as an alternative to native aggregate; mastic crack sealant may be used for cracks between 1.5 and 6 inches instead of hot patching, with cracks over 6 inches requiring hot patch; Frazier Mountain Road may be closed for slurry seal installation via barricades and public notification; Type 1 Caltrans HMA is required with state mix certification within 24 months; brush and tree clearing of less than 4 inches diameter extends 10 feet from the asphalt using two passes of a masticating head; and all government measurements are estimates with contractors responsible for independent verification and bidding accordingly. RFI submissions must be directed in writing to Contracting Officer Gregory.Cunningham@usda.gov using the attached RFI log, with telephone requests not accepted. Responses will be issued as amendments posted to beta.SAM.gov.

RFI # RFI Question Government RFI Response Notes
Their is a low area at gate at main office location. Do we need to Patch this area before slurry coat?
Yes, this area will need to be sawcut and hot patched prior to slurry coat. Approximately 10'x10'
I searched for liquidated damages and I didnt see it in the documents. Is there liquidated damages and if so what is amount?
There are no liquidated damages for this project.
Just to clarify the road will be going back to the current width and we do not need to rebuild the road to widths on bid form
Correct, the width was a conservative measurement due to various changes in width throuout. All widths stay the same as existing.
Just to clarify the class 2 base bid item is just in case we need to add base to existing road if grinded up asphalt doesnt appear to have enough base in certain areas?
Correct, the thickness throughout could vary and this is estimated to make up for any thin areas of asphalt.
Sourcing the class two base for this project. Can we use a Caltrans recycled Class 2 base, or does it need to be Native Aggregate?
Yes.
For cracks larger than 1.5 Inches and smaller than 6 inches, can the contractor install mastic crack sealant in lieu of wide crack patching with AC?
Yes, that would be acceptable. Any Crack over 6" width would still be hot patched.
Can the contractor close Fraizer Mountain Road to install the slurry seal?
Yes, this is a Forest Service Road so we can close it with barricades and by informing the public via social media. The upper section can be closed by the existing gate.
Can the owner please confirm if, referring to FP-14/FP-24 Section 403, Type I or Type II requirements are applied to the required Caltrans HMA?
Type 1 and provide mix certification by state within 24 months.
This item says we are going to have to clear 10’ on both sides next to the asphalt going all the way up the road. Just to make sure that is not your real intent but you want to make sure there are no bushes growing over that asphalt road. I think your intent is just to clear a few feet from the asphalt.
Unless I am wrong and you want us to clear all the trees and everything else 10’ back from the roadway. Please advise.
The 842 specification states clearly that all brush and trees less than 4” will be cut away. This is typically done with a 5’ masticating head.
Each pass is 5’ and the spec states 10’ so two (2) passes of the masticator.
Solicitatin has 40000 sf at the ranger station but the area you have to pulverize pave is 20000
All items and measurements are an estimate by the Government. All final measurement and estimates fall on the Contractor to verify. Bid according to your estimates.
