About this file
This is a Request for Information (RFI) Official Responses document for solicitation 127EAW26Q0003 issued by the U.S. Forest Service (USFS) for Plumas National Forest Bear Boxes installations. The document addresses one RFI regarding compaction testing requirements for bear locker installations. The contractor inquired whether representative or periodic compaction testing would be acceptable instead of density testing at each individual locker location, given the small, isolated nature of individual footing installations. The USFS confirmed that representative testing is acceptable, with testing frequency specified as one test required approximately every 350 cubic yards (CY) or as directed before the next lift, in accordance with the specification book.
The contractor also sought clarification on whether documentation of compaction procedures and equipment would suffice in lieu of full-time third-party testing. The USFS response clarified that contractors may conduct their own testing if they employ a certified tester or engage a third-party testing company to administer compaction tests. Full-time third-party testing is not required since testing occurs only periodically (for example, every 350 CY). RFI responses will be posted as amendments via beta.SAM.gov, and telephone requests for information will not be accepted or returned.

RFI #1 – Compaction Testing Requirements for Bear Locker Installation
We request clarification regarding the compaction requirements identified in the Statement of Work for the bear locker installations. Specifically, the SOW indicates that 95% compaction is required.
Given the relatively small, isolated footing installations for individual lockers, please confirm the
Government’s expectations for verification of compaction.
Is it acceptable to demonstrate compliance through standard compaction methods (mechanical compaction in controlled lifts) with periodic or representative testing, rather than performing density testing at each individual locker location?
USFS Response – Yes, contractor can do representative testing rather than density tests at each location. The testing frequency from the spec book states one test is required at about every 350
CY or as directed before the next lift.
Additionally, please confirm whether documentation of compaction procedures and equipment utilized would be considered sufficient in lieu of full-time third-party testing.
This clarification will ensure compliance while maintaining efficiency and minimizing unnecessary site disturbance.
USFS Response – The Contractor can do their own testing if they have a certified tester working for them or a third-party testing company administer the compaction tests. This wouldn't be full-time third-party testing if they only have to test every so often (Ex. Testing required every 350
CY).
