About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Trabuco Aquatic Organism Passage Installation project in Cleveland National Forest. Amendment A00001 provides Request for Information (RFI) responses and adds a new Geotechnical Report attachment. Key details include the project will likely be awarded this summer, with contract completion required within 180 days of notice to proceed. The solicitation involves construction work, with proposals due on 8/26/2025 at 11:00 AM Pacific Daylight Time. The amendment clarifies critical project requirements, including no proposed traffic delays, emergency and fire access preservation, and flexibility in creek construction timing based on weather conditions.

The RFI responses address several specific questions, including project timing, geotechnical report availability, traffic management, and road closure protocols. A Road Closure Order is currently in effect for Trabuco Creek Road within the forest boundary, but the road remains accessible for concurrent projects, residents, and emergency management activities. The project is being issued by the USDA Forest Service, Field Procurement Operations, with the solicitation number 127EAW25R0047.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)

A. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award. Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.

1. It appears that the project will be awarded at anytime from the date of the bid until 180 calendar days after bid submittal. Section 5 in the Statement of Work states, “To the extent possible, construction activities will occur only when the creek is dry, which the District anticipates to be during the proposed construction work window of June 1 – November 30.” If the project were to be awarded in September or October of 2025, the contract completion date would be before June 1 of 2026. Will the project get awarded on a date when the contractor will have the opportunity to build the project when the creek is dry, during the proposed construction work window of June 1 – November 30? Or, if the contract is awarded on a date that would not allow for completing the work during the time when the creek is dry, would the contract completion date be extended?

Response: We apologize for any confusion caused by the inclusion of information from a different project, specifically the Los Alamos AOP (Aquatic Organism Passage) with restrictions between June 1 and November 30.

We anticipate that the contract award will take place this summer. It is expected that the contractor will diligently work on the necessary submittals to ensure readiness to commence work at the earliest opportunity, contingent upon favorable weather conditions. As specified in the solicitation, the completion of the work is required within 180 days following the issuance of the notice to proceed, subject to the approval of all submittals.

2. Section 9 of the Statement of Work states, “Government Furnished – Geotechnical report and information/digital data needed to assist with construction staking.” We do not see the Geotechnical Report as a part of the package. Will the Government be providing the geotechnical report.”

Response: Geotechnical report is available - See Attachment 12 - NEW Via Amendment A00001 - Geotechnical Report

3. Section 156.03 of the FSSS states, “156.03 General. Accommodate traffic according to MUTCD, approved traffic control plan and this section. Perform work in a manner that ensures safety and convenience of the public. Unless otherwise provided for in Table 156-1, keep existing roads open to all traffic during road improvement work, and maintain them in a condition that will adequately accommodate traffic. Delays may not exceed <number> minutes at any one time followed by an open period of no less than <number> minutes. Accommodate public traffic on roads adjacent to and within the project until the project is accepted according to Subsection 106.07(b).” Please provide the number of minutes that delays in traffic may not exceed.

Response: No delays are proposed, bypass shall be available at all times, emergency and fire access are critical.

4. Table 156-1, Temporary Road Closures is blank. Please provide required information.

Response: No hard Closure, bypass shall be available at all times, emergency and fire access are critical and can’t be delayed.

Possible exception for temporary Road Closure: a full day hard closure during girders installation, on approved date requested by the contractor. Note: Please be advised that a Road Closure Order is currently in effect for Trabuco Creek Road within the forest boundary, restricting access to the general public. However, the road remains accessible for concurrent projects, residents, and emergency and fire management activities.

5. Box 13 of SF 1442 states that the bid opening will be on 8/26/2025 and 1100AM “Local Time”. Please confirm that local time is Pacific Daylight Time.

Response: Proposals are due on 8/26/2025 at 11:00 AM Pacific Daylight Time.

B. All other terms and conditions remain unchanged.
