About this file
This document is an Amendment to a Solicitation for the Los Alamos Canyon Aquatic Organism Passage Installation project in the Cleveland National Forest, issued by the USDA Forest Service. The amendment (A00001) extends the proposal submission deadline to 10:00 AM PDT on Monday, August 25, 2025, and includes responses to Request for Information (RFI) queries. Key modifications include adding language to the Statement of Work regarding "Connection to Bridge Rail Structure: Design, Fabricate, Transport, and Install" and clarifying project timeline expectations.
The RFI responses address critical project details, including the contract award timeline, construction work window (June 1 - November 30), and specific technical requirements. Notably, the Forest Service clarified that contract award will occur this season, with on-site construction activities projected to commence in spring 2026. The contractor will be required to complete design, calculations, and shop drawings, with work to be completed within 180 days of the notice to proceed. The amendment also provides guidance on rock removal, indicating that blasting is not anticipated, and alternative methods should be employed.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)
A. The Statement of Work has been revised and now includes the following language: Connection to Bridge Rail Structure: Design, Fabricate, Transport, and Install.
B. The deadline for proposal submissions has been extended. Proposals are now due by 10:00 AM PDT on Monday, August 25, 2025.
C. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award.
Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.
1. It appears that the project will be awarded at anytime from the date of the bid until 180 calendar days after bid submittal.
Section 5 in the Statement of Work states, “To the extent possible, construction activities will occur only when the creek is dry, which the District anticipates to be during the proposed construction work window of June 1 – November 30.” If the project were to be awarded in September or October of 2025, the contract completion date would be before June 1 of 2026. Will the project get awarded on a date when the contractor will have the opportunity to build the project when the creek is dry, during the proposed construction work window of June 1 – November 30? Or, if the contract is awarded on a date that would not allow for completing the work during the time when the creek is dry, would the contract completion date be extended?
Response: We believe you have misinterpreted the information. Contract award will occur this season and it is expected that the contractor work on the submittals to be ready to start work next year when weather allows. The solicitation specifies that the work must be completed within 180 days following the issuance of the notice to proceed, contingent upon the approval of all submittals. On-site construction activities are projected to commence in the spring of 2026. Before this phase, the contractor is required to complete the design of selected components and procure the necessary materials to ensure a timely start to construction. Consequently, the initiation of actual work will be dependent on weather conditions.
2. Schedule of Items indicates price for the Precast Concrete Structural Members to include “Design, Fabricate, Transport and Install”. Contract DWG R-1642-08 however shows fully designed Precast Voided Slabs. Please confirm if pricing still needs to include design for the precast elements given that the DWG’s appear to have them already fully designed.
Response: Confirm final design, calculation, and shop drawing are required and to be stamped by contractor’s engineer. See SOW submittals requirements.
3. Is there a plan holders list for this project?
Response: The Forest Service does not maintain a plan holders list for this solicitation.
4. On page 4 of 6 in the “Road Design” document, the plans show a significant amount of rock excavation required on both the west and east bridge approaches. Please confirm whether blasting will be an acceptable method of rock removal for this project.
If blasting is acceptable, please advise if there are any specific restrictions, permits, or coordination requirements with the Forest Service or other agencies that we should be aware of during bid preparation.
Response: Please note that blasting is not anticipated for this project. In recent forest projects requiring rock removal, alternative methods were employed instead of blasting. Although this site is not located within the wilderness area, it is approximately 100 feet from the boundary.
