About this file
This Statement of Work details a trail bridge construction project for the US Department of Agriculture's Eldorado National Forest under the Great American Outdoors Act (GAOA). The project involves fabricating, constructing, and installing three multi-user trail bridges at Caples, Schneider, and Jobe crossings on the Lake Margaret trail, with an optional trail re-route totaling 0.8 miles. The primary scope includes two 42'6" prefabricated steel truss bridges on concrete foundations and one 28' treated timber bridge, along with four trail approaches and up to one mile of moderately developed trail construction.
The project is located in Alpine and Eldorado Counties, California, with an estimated start date of September 2025 and a 120-calendar day performance period. The bridges will replace existing fire-scarred and rotting log crossings to improve trail safety and recreational opportunities. The solicitation is a total small business set-aside with a project magnitude between $1,000,000 and $5,000,000. Key dates include a site visit on July 7th, 2024, and an RFI submission deadline of July 10th, 2025. The contractor will be responsible for comprehensive site preparation, bridge fabrication, installation, and adherence to specific Forest Service trail construction standards and environmental requirements.

Project GAOA, Trail Bridges at Caples, Schneider, and Jobe
General Information
1.0 Scope of Work
Fabricate, construct, and install two multi-user trail bridges on the Lake Margaret trail at the Caples and Schneider Creek crossings.
Option 1: Fabricate, construct, and install one multi-user trail bridge on the Lake Margaret trail at the Jobe crossing.
Option 2: Construct two sections of new trails that connect the existing Lake Margaret trail with the trail bridge locations totaling 0.8 miles following a pre-determined & flagged route.
2.0 Background
This is a 2021 approved GAOA project. Currently the three water crossings (Jobe, Caples, Schneider) consist of old, fire-scarred, and rotting logs with no handrails. Structurally sound bridges are needed at the three sites to allow the safe walking of the trail to Lake Margaret and improve or enhance recreational opportunities in the area.
3.0 Location
The project is located on the Amador Ranger District of the Eldorado National Forest, which is in Alpine and Eldorado Counties, California, in T10N R17E Sections 15,16, & 22. The Lake Margaret trailhead is located along Highway 88, approximately 56 miles Northeast of Jackson, CA and 0.5 east from the Kirkwood Mountain resort turnoff. The Caples Lake Caltrans Maintenance Station (helicopter staging area) turnoff is 2.3 miles east from the Kirkwood Mountain Resort turnoff. Exact location of helicopter staging area TBD. The Jobe trail bridge site (option 1) is 0.3 miles from the trailhead parking/staging area. The Caples trail bridge site is 0.75 miles from the trailhead parking/staging area. The Schneider trail bridge site is 2.2 miles from the trailhead parking/staging area. The trail re-routes are located before and after the Caples trail bridge site & before and after the Schneider trail bridge site. Both are flagged with pink ribbon.
4.0 Estimated Start Date / Period of Performance
September, 2025 / 120 Calander days
5.0 Drawings and Specifications
Included in the attachment “Drawings for Lake Margaret”. See also attached “Supplemental Spec 557”. Refer to “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” FP-14.

Re-inspection must be requested in writing within 48 hours after receiving written notice of the inspection results. Re-inspection will be completed within five working days after receiving compensation of the contractor's written request. The same sampling and inspection procedures will be used, but new samples will be taken. The inspection pattern will be shifted so that new samples will not overlap previously inspected samples. Results will be rounded to the nearest whole percent. If re-inspection results are within five percentage points of the first inspection, the original inspection result will be used in determining acceptability and payment. If re-inspection results are greater than five percentage points above or below the first inspection, the re-inspection results will be used. If the re-inspection results are within five percentage points of the first inspection.
the Contractor shall pay the actual costs of the re-inspection.
5) Reinspection after rework: Where re-work after a failed inspection may improve the inspection results, the Contractor may rework the area and request (in writing) a second inspection. The Government will charge the Contractor the cost of this additional inspection. Re-inspection will be completed within five working days after the notice is received. The results of the second inspection will be final, and no further rework will be permitted. Areas not ready for re-inspection at the time specified by the Contractor will not be reinspected, and the results of the first inspection will be final.
