About this file

This document contains the official responses to a Request for Information (RFI) for the 127EAW24R0066 - Sequoia NF Vault Toilets federal contracting opportunity. The RFI responses address questions about the contract's 120-day period of performance, compliance with "Brior Cook SST" Sweet Smelling Toilet criteria, color specifications, licensing requirements, and the availability of precast units. The USFS responses indicate they are willing to increase the period of performance if needed for manufacturing, accept a slightly larger toilet that meets requirements, provide Sherwin-Williams color specifications, and do not require the contractor to be licensed in California. The USFS also notes the project locations are at high elevations with limited access, so they prefer to complete the installations during the next field season to avoid delays until 2026.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW24R0066 - Sequoia NF Vault Toilets

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Page 3, General Information, Number of Calendar Days Required states “120 Days”. This time frame for performance is impossible for 10 Double Vault Toilets and 1Single Vault Toilet, Can this time frame be increased?

USFS Response – The intend of the 120 Days is for delivery and installation, if the contractor needs more time to manufacture, we can increase the number of calendar days for this project.

The 120 day period of performance is when the contractor is ready to mobilize for at site work.

RFI #2 – The specifications call for compliance to the “Brior Cook SST” Sweet Smelling Toilet criteria. The design that is shown in the drawings does not comply with that criteria in many areas.

Can we supply a restroom which is slightly larger and is compliant to the SST?

USFS Response – The design shown in the drawings is a conceptual drawing. You can supply a slightly larger toilet that meets ADA requirements and SST.

RFI #3 – What color chart is being used to establish the colors Cappuccino Cream and Java

Brown?

USFS Response – The color chart used is from a specific manufacturer, similar colors to

Cappuccino Cream are Sherwin-Williams SW7120, and for Java Brown is Sherwin-Williams

SW6090. Equivalent colors from other qualified brands will be acceptable.

RFI #4 – Is the Contractor required to be licensed in the state of California?

USFS Response – The contractor does not need to be licensed in the state of California.

RFI #5 – The precast units will very likely not be available until summer of 2025 best case. Will the Period of Performance be adjusted accordingly? Can the Contractor provide a proposal with a

2025 completion date?

USFS Response – Locations for these toilets are high elevation with no access during the winter, and considering this time of field season, delivery and installation will be next field season. We preferred that we do the installation earlier in the season to avoid delaying the project till 2026.
