REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW24R0019 - Crystal Lake and Coldbrook CG Roads

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Deer Flats access road: Is there a plan with elevations for site clearing at the Deer Flats road crossing?

For the upstream section, would the 50 feet of sediment removal result in a level pad next to the road? Or would it slope up to daylight at 50 feet?

And is any clearing necessary downstream since any obstructions are not impeding flow?

Should pricing just be based on the 50 cy quantity of export listed on the Schedule of Items?

At the site visit, there was discussion of clearing the Deer Flats access road - Where on the Schedule of Items should this cost be included?

USFS Response – See C-08 of the Contract Drawings for elevations for Deer Flats Road

Crossing. Sediment removal will result in an up slope to daylight on the upstream side. No side clearing for the downstream side of the water crossing. Pricing for debris removal is an estimate quantity and could be more or less than the 50 CY called out in the Schedule of Items (SOI). For bidding purposes, please bid on the 50 CY quantities.

After reviewing with the Eng. Department, no road clearing will be needed for Deer Flats Road – work will be done in-house by ANF Road Crew prior to the commencement of contract work.

RFI #2 – Restrooms: Will the restroom demo at Deer Flats require pumping and cleaning of tanks?

If so, what size tanks are they?

Since assessment of access was not possible during the site visit, what is the access to the demo site? Can a 10-wheel dump truck access the site?

Will sediment removal around restrooms need to be hauled off site for disposal?

What are the overall sizes of the restrooms?

Deer Flats Demolition Specifications A2 states “Leave existing vaults beneath buildings in place.

The vault contents, excluding the vault floor, shall be completely removed from the site.

The vault floor shall be broken in place, and remaining hole shall be filled with clean washed sand.”

While A3 states “Demolition shall include removal of the structure, its foundation (to a depth of 1 foot) and associated flatwork around the buildings.” Is the vault to be removed completely (except for the floor)?

Specification also states “Contractor shall perform their own independent site inspection of the site conditions during the pre-work site inspection.” And “Hazardous Materials: It is the responsibility of the contractor to identify and remove any hazardous materials present in the building materials prior to any demolition work. All hazardous materials abatement work shall be done by a California certified Lead Based Paint and asbestos abatement contractor.” Since access was not possible, how should bidders assume conditions for Price Proposals?

USFS Response – An abatement survey was previously conducted in 2020. Results showed no traces of asbestos or lead based paint for the buildings. Demolition debris will be disposed of as construction waste with no other requirements and should be bidded accordingly. Sediment removal around the restroom will need to be hauled off site. As for the size of each building, please see table on C-11 of the Contract Drawings.

Demolition of restroom will require the vault toilets to be pumped of all debris before decommissioning. Restrooms and vault toilets shall be decommissioned as outlined in Section 02

41 00 – Demolition, Part 1 – General, Section 1.01 A2 and A3 – see below:

A1. Remove all waste from within the vault. Crush the top and perforated the bottom of the vault to promote percolation of water. The top 12 inches shall be filled to grade with clean material meeting the requirements of “General Backfill” material and shall be compacted in 6-inch lifts to 90% maximum dry density. Site shall be left in a natural state.

A2. Demolition of restroom shall include removal of the structure, its foundation (to a depth of 1 foot) and associated flatwork around the buildings. Existing utilities shall be capped in place and buried. Use methods required to complete the work within limits of governing regulations. Utilities shall be terminated 36 inches below grade and capped at both ends. Disposal shall be in accordance with Section 01 74

00, Cleaning and Waste Management and Section 01 74 19 Construction Waste

Management for disposal requirements.

Although road design width is 10-12 feet, sections of Deer Flats Road may be reduced to a smaller width. Car with a track width of 8 feet have been able to clear Deer Flats Road all the way to Deer Flats Campground.

RFI #3 – Culvert replacement: During site visit, significant flow was observed though this culvert.

Should dewatering be included or is it anticipated that this stream channel will be dry during construction? If dewatering is required, what procedures will be necessary for capture and discharge? What gauge steel should be used for the 18 inch culvert?

USFS Response – Dewatering will not be required, it is anticipated that the stream will be dry during construction. 16 Gauge Steel should be used for the culvert.

RFI #4 – B.2 states quantities listed are estimated but should price proposal be based on listed quantities only?

USFS Response – Proposal shall be based on quantities listed in schedule.

RFI #5 – Traffic Spike installation: Will only the spike strip be replaced? Or will the concrete footing also need to be replaced? What is the axle weigh requirement for the spike strip? Will warning signage and a speed bump also need to be provided and installed as usually required?

USFS Response – Only the Spike Strip is to be replaced, no concrete work will be required.

Warning signs must be used with traffic spikes to warn drivers that a one-way traffic lane condition exist. Speed bumps must always be used with traffic spikes. Speeds in excess of 5-MPH over the spikes can cause tire damage and create excessive wear on the spike system. The minimum Axle Weight requirement is 8,000 Lb. per axle. All items should be included in the 0.00

Replace Existing Tire Spike Traffic Control Device Base Bid Coldbrook CG.

RFI #6 – Gates: Are there drawings of the new gates with footing details? Will the existing gates and footings need to be removed and if so, is there any info on the installation of the old gates? The entry gate is a single closure heavy weight pipe gate which can have a massive footing with concrete filled posts which can take significant effort to remove.

USFS Response – The new gate details are attached. Single Lane Light Duty Gate G4-1 (2

Pages). Assume the existing single closure heavy gate had a 24”x 48” footing, see attached drawing G4-13.

RFI #7 – Plans: Where should the costs of plans be included in the Price Proposal? Construction

Waste Management Plan, Sampling and Testing Work Plan, Abatement Work Plan, Accident

Prevention Plan, etc.

USFS Response – Not required. Abatement survey has been completed and will no longer be a requirement under this contract.

RFI #8 – SWPPP: Are there any specific erosion control measures required and/or is a SWPPP required for this project?

USFS Response – Ground Disturbance will be limited in size and thus does not require a

SWPPP.

RFI #9 – POP- Statement of work states POP starting August 16, 2024 with a POP of 180 days and winterization of the site in October. Will weather related delays be excluded from the 180 day

POP? Or should it be assumed the project must be completed by the winterization date since the end of the POP will be in February, still during the winter?

USFS Response – USFS will allow contractors to start earlier than August 16, 2024 as long as the Deliverables/Schedules required are submitted 14 days prior to the prework meeting. It is anticipated that the 180 days should be a sufficient POP including weather delays. The

Statement of Work includes no mention of October Winterization.

RFI #10 – WATER- What is the status of water availability in the area? Can we draw from the river?

USFS Response – Water cannot be drawn from the river/creeks. There are hydrants and other apparatuses that will allow the contractor to use water from the USFS Crystal Lake Campground

Water System. Water cannot be guaranteed if there is emergency needs by Fire Personnel.

RFI #11 – ASPHALT PATCHING - Will an approximate number of locations or a number range of locations for patching on each specific loop throughout the Campgrounds be provided?
