About this file

This document is a Request for Information (RFI) with official responses from the United States Forest Service (USFS) regarding the 127EAW24R0013 - San Bernadino SO Pavement Maintenance contract opportunity.

The RFI provides clarification on several aspects of the project, including acceptable alternatives for crack filling, the availability of another site visit, measurements of cracks over 1 inch wide, and guidance on striping requirements. The USFS responses indicate that the FP 14 standards must be followed for crack filling, no cracks wider than 6 inches were found, and a site visit can be scheduled. The USFS also confirms that temporary striping followed by permanent striping 21 days later is an acceptable approach, all parking spots and symbols will be replaced in the same locations, and no markings should be removed or relocated. Regarding contractor testing, the USFS states that asphalt compaction tests are required for larger potholes.

The related federal contract opportunity is a small business set-aside solicitation for pavement maintenance work at the San Bernadino National Forest, with an estimated value between $100,000 and $250,000. All requests for information must be submitted to the Contracting Officer by April 11, 2024, and an organized site visit is scheduled for April 8, 2024.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW24R0013 - San Bernadino SO Pavement Maintenance

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – The FP 14 along with the below detail suggests that cracks over 1" be filled with HMA. This is not industry standard. At Hoover, it was agreed that a hot mastic should be used on cracks larger than 1" and smaller than 6". This material will properly bond to the existing asphalt. Please advise if:

a. Is this an acceptable alternative to the detail below?

b. Are there any cracks wider than 6"?

USFS Response –

a. No, please follow FP 14 standards.

b. There is no Cracks wider than 6”.

RFI #2 – Because we could not attend the scheduled walk, is it possible to schedule another visit?

USFS Response – Yes. Please call (804) 466-1150 or email bo.zhang@usda.gov to schedule site visits.

RFI #3 – Can the USDA provide a Linear Foot measurement of cracks over 1" wide? Also, please indicate the average of the cracks over 1".

USFS Response – The linear foot measurement of crack over 1” wide is about 1,151’ and average from 1 ½” – 2” wide.

RFI #4 – For striping, it is customary to temporarily stripe the parking lot and return 21 days later to permanent stripe. The reason for this is that tracking is typical on fresh seal coat and tire marks will become visible on the new striping (especially within the first 14-21 days). This is not a FP-14 standard but falls under the manufacturers recommendations for seal coat/paint and can be a quality control issue/question. Please advise.

USFS Response – Yes, this manufacturers recommendation is allowed for project.

RFI #5 – Will all parking spots/symbols go back in the same locations?

USFS Response – Yes, parking spots/symbols will go back in the same locations.

RFI #6 – If any are being relocated or moved, is it acceptable to "black out" these markings with an approved black paint prior to seal coat? Striping removal will often leave gouges in the existing asphalt.

USFS Response – Yes, but no markings should be removed or relocated.

RFI #7 – What is the difference between “Restripe”, “Re-install”, and “Replace” striping?

USFS Response – They are the same, since we have existing stripe for the parking lot, we would like to have the striping “replace in kind” at the same locations with the same specifications and styles.

RFI #8 – What is contractor testing?

USFS Response – Asphalt compaction test for larger potholes.

RFI #9 – Can you please Provide a list of job walk attendees?

USFS Response – This information is not releasable.
