About this file

This document summarizes an amendment to a federal solicitation for improvements at the Chantry Flat Recreation Area. The Forest Service is seeking proposals to replace roof framing, reset and furnish new HDPE step landings, replace door hardware at two restrooms, replace posts for two entrance signs, and remove a hazardous tree. The amendment provides responses to twelve questions that clarify the scope of work. It specifies that roof beams and some step timbers will be replaced, provides an existing roof framing plan, and states that 450 new HDPE steps will be government-furnished. Photos of existing site features are also attached. The pre-proposal site visit has occurred, and proposals are due by the date specified in the original solicitation. The estimated value of the contract is between $250,000 and $500,000.

Amendment A00001 Solicitation No: 127EAW23R0029 GAOA Chantry Flat Recreation Area Improvements

Requests for Information [RFIs] 1-12

Question 1: For the roof framing replacement, it appears that there are 3 each glulam beams. Are those to be replaced? Are there any as-builts for the structure? Will new painting be required?

Answer: The beams will be replaced in kind in the areas specified on the plans. The Forest Service does have as-built plans that can be shared upon contract award. For now, the attached PDF can be referenced for the purposes of determining the existing framing and other dimensions needed for bidding purposes.

Section J, List of Attachments, is revised.

Attachment A9. Existing Roof Framing Plan is attached.

Question 2: For the stairs/ steps bid item 12, it calls out 507 each. Is that 507 each of HDPE lumber that needs to be reset? The plans state this is government furnished, are they cut to length?

Furthermore, are all the stakes & rebar government furnished as well?

Answer: Although the project calls out resetting of 507 total step landings (each landing has an average of 4 timbers), there will be 450 new HDPE timber steps that will be government-furnished at the start of the project, or as many as are needed for the project. Replacements will be done for timbers that are significantly cracked or beyond repair. Although the forest service is not able to fully assess the condition of each step, we anticipate that some of the existing timber steps will be in good condition so the additional steps will be there in case new ones have to be used. The 6-inch by 6-inch timbers will be already cut to the length of 4-feet in length and there will be no need for additional cutting by the contractor. The contractor shall furnish all the stakes, rebar for the steps and will bid this as incidental work to line item 12 Resetting HDPE step landings.

Question 3: Do you have any specifications for the following items toilets, sinks, urinals, doors, or hardware?

Answer: After additional review of the existing restroom fixtures, it was determined that there is no longer a need to replace any of the 5 toilets, 1 urinal, 2 faucets. Line item 14 will be deleted on the revised Schedule of Items. Only the door hardware for each restroom door will be required (2 doors total). The following products (or similar with prior approval) shall be used: https://www.berls.com/ArmPull-AP01-Sanitary-Door-Opener BERL’S Commercial Supply ArmPull (AP01) Sanitary Door Opener - Dimensions: H 7.39, W 2.5, D 4.48 Section J, List of Attachments, is revised.

Revised Attachment A2. Schedule is attached.

Question 4: Can you provide us with photos of the areas that were not visible during the site visit?

Answer: Yes, the Forest Service can provide photos of the well enclosure and contents within the valve area. See the attached photographs of the well enclosure, the two existing signs, and the hazardous tree to be removed under contract.

Section J, List of Attachments, is revised.

Attachment A11. Photos of existing features is attached.

Question 5: Do you have an engineer’s estimate?

Answer: The Independent Government Cost Estimate (IGCE) is confidential and cannot be shared.

In accordance with FAR 32.204 Disclosure of Magnitude of the Construction Project is between $250,000 and $500,000.

Question 6: On the plans, you only show continuous lines in the fencing. Can you provide the locations where the new fencing will be segmented?

Answer: The current drawings show locations for all linear features including fencing. For fencing areas, there will be as many as two locations that may be for access segmented, as shown in the amended drawings, on Sheet C-02 with the callout “FENCING SEGMENT OPENING TO MATCH EXISTING”.

Section J, List of Attachments, is revised.

Revised Attachment A4. Drawings is attached.

Question 7: Can you clarify what is required for the existing restroom fixtures?

Answer: This was previously addressed in Question 3. The Forest Service no longer requires any restroom fixtures to be replaced. The Forest Service is only requiring the door handles to be replaced at the men’s room door and at the women’s room door. We have provided a recommended manufacturer for the door handles. The door hardware, including hinges, will not need to be replaced per the answer in Question 3. Line item 14 will be deleted on the revised Schedule of Items.

Section J, List of Attachments, is revised.

Revised Attachment A2. Schedule is attached.

Question 8: Can you clarify the two signs that are required for this contract?

Answer: For line item 11 “Replace Entrance Signs”, the Forest Service will not be requiring the replacement signs. The Forest Service will only require that existing posts be replaced due to subsurface deterioration of the posts. Each sign (2 signs total) will be requiring two new pressure-treated posts to a sufficient depth. See the post dimensions in the amended drawings on SHEET C-04. The existing signs are in good working condition and shall be reused and reinstalled to the new posts.

Section J, List of Attachments, is revised.

Revised Attachment A4. Drawings is attached.

Question 9: Can you clarify the hazardous tree removal requirements so that we do not impact the existing rock wall? Do you require that the tree be grinded all the way to the ground?

Answer: We have flagged the existing hazardous tree and recommend the procedure for this tree removal as part of the “Mitigation Measures” document also in the amended documents. Refer to the attached photographs showing the tree and the amended drawings. Per the Mitigation Measures document – the 30” DBH coulter pine is considered a hazardous tree. All conifer stums, if not removed, need to have CELLUTREAT applied on the stump within 4 hours of cutting. When felling the tree, careful application should be used to not damage the existing rock wall in the adjacent parking lot.

Section J, List of Attachments, is revised.

Attachment A10. Mitigation Measures for Resource Impacts is attached.

Question 10: We did not find the well that is called out on the plans during the site visit. Can you provide details of the type of equipment needed, and what the access is like from the existing dirt road?

Answer: The Forest Service has discovered that the existing well enclosure is buried under mud. The location remains at the GPS location (34.19524593, -118.0303116) and is adjacent to the existing San Olene Road (native surface). The Forest Service will remove the sediment and uncover the well enclosure by the time the contract begins. For now, the amended documents will provide photographs of the well enclosure around and inside the valve area to provide sufficient information for bidding purposes. There is no heavy equipment required to access this valve enclosure and hand labor should be sufficient to perform the work for this project. Note Sheet C-01 was slightly modified to show the approximate location of the well, relative to the road.

Section J, List of Attachments, is revised.

Attachment A11. Photos of existing features is attached.

Revised Attachment A4. Drawings is attached.

Question 11: There is thick vegetation on the road. Will it be cleared by the Forest Service?

Answer: Yes, the Forest Service will clear approximately ¼ mile of native surface road with thick vegetation prior to the start of the project.

Question 12: Where will the staging areas be located, and will there be a designated concrete washout area for concrete trucks?

Answer: Refer to the “UPPER PARKING LOT” on Sheet C-02 of the Drawings that can be used for staging, not to exceed 30 parking stalls. A location for concrete washout will be designated by the Contracting Officer’s Representative will be discussed at the pre-construction conference.

Section J, List of Attachments, is revised.

Revised Attachment A4. Drawings is attached.
