REQUEST FOR INFORMATION (RFI) FORM
127EAW23R0009 - Bogard Fire Barracks Roof Repair
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Roof photo with metalbestos stack in photo; there appears to be some type of shingle under the metal roofing. Please clarify.
USFS Response: There is a second wood shingle roof under metal roof panels. This second roof shall also be removed as part of the contract.
RFI #2 – Since the roofing is being supplied by the Government, does Section 074113.16 Metal Roof Panels Less Installer Qualifications, apply to this project?
USFS Response: There is no requirement to use the government furnished roof panels. The GFM was manufactured for the Fire Barracks; however, the contract work was halted upon discovery of the wood shingle roof below the existing sheet metal. The GFM is available for use, but not required to be used. Disposal of any unused GFM is required. Section 074113.16 Metal Roof Panels, Standing Seam applies. The contractor shall check and verify all dimensions, existing conditions, and quantities of panels on site prior to construction.
RFI #3 – Are there any special requirements for the roof jacks / diverters?
USFS Response: There are no special requirements for the roof jacks or vent pipe flashing beyond suitability & reliable service. Diverters are required and must be suitable for service in high elevation with snow and ice freeze-thaw cycles.
RFI #4 – Will the contractor supply penetration boots and if so, are any of them for high-temp service?
USFS Response: Yes. The contractor shall replace all penetration boots with like & kind suitable for high elevation and extreme weather; at least one vent is for high-temp furnace exhaust and has history of ice dam formation damaging sheet metal roof panels during freeze-thaw cycles.
RFI #5 – Will any painting be required on the repaired / replaced wood?
USFS Response: Yes. The contractor shall paint the wood to match the existing color.
RFI #6 – What is meant by "the rake edges shall be removed and new ones matching the existing rake color shall be installed? Are you referring to the wood rake or the roofing rake trim?
USFS Response: The roofing rake trim is referred in this sentence.
RFI #7 – Has any consideration been given to postponing the bid due date and rescheduling a site visit for a time when the snow has melted off providing safe and complete access to the building perimeter, building roof and stored materials for closer examination?
USFS Response: Yes. The proposal due date was extended through previous amendments.
RFI #8 – Will an engineered repair plan be prepared for the required repairs to the structural framing of the work, i.e., the “damaged roof rafters?”
USFS Response: Yes. Forest Service Engineer / Contracting Officer’s Representative will approve repair plan based on joint inspection conducted with the contractor to determine scope of required repairs to the structural framing.
RFI #9 – Will ventilation be achieved by soffit vents between the rafters above the top plate of the exterior wall and ridge venting; or will wind-driven “whirly birds” or electric fans be used as suggested by the sentence: “Ventilators shall be installed in accordance with manufacturer’s installation instructions?”
USFS Response: Required ventilation may be achieved by soffit vents and roof venting. There is no requirement for mechanical or electric fans.
RFI #10 – If soffit vents are to be used, will vented soffit be required to replace all existing soffit along the eaves of the building? Can a clearer picture of what is envisioned and required for venting be issued?
USFS Response: Soffits will be installed as required to achieve venting in accordance with, “The net free ventilating area shall be not less than 1/150 of the area of the space ventilated. Ventilators shall be installed in accordance with manufacturer's installation instructions.” There is no requirement to replace all existing soffit along the eaves of the building. Adequate intake flow through soffit intakes will prevent ice dams by keeping colder outside air circulating through the attic and to prevent attic from warming above the freezing point.
RFI #11 – What entity will have permitting and inspection authority? Refer to Section 02411; Part 1; 2. a. 2) USFS Response: Forest Service and Lassen County.
RFI #12 – Was lead and asbestos testing performed before as a part of the previous award to install new roofing at this location? Refer to Section 02411; Part 1; 2. b. 1) USFS Response: It is not known if lead and asbestos testing was performed in the past.
RFI #13 – Will a California Contractor License Board C-39 license held in good standing for more than 5 years qualify for the requirements of Section 074113.16; Part 1; 1.2 B?
USFS Response: Intent is Quality Assurance for the installation of Metal Roof Panels - Standing Seam.
Provide Installer Qualifications showing successfully completed metal roof panel installation along with number of years of experience.
RFI #14 – The project documents include a "Fire Plan for Construction and Service Contracts". This plan seems to be for timber activities and most of it does not apply to installation of metal roofing? It requires a "Fire Box", a "compressed air foam system" or equal, a 5G communication requirement, a 5H fire patrolperson and various other items. Which, if any, of these requirement are going to be part of the contract?
USFS Response: A fire box, compressed air foam system, and fire patrolperson are not required. Paragraph 5.G. Communications requires prompt and reliable communications between Contractor's headquarters (or agreed to alternative) and Forest Service via commercial or Forest Service telephone as stated.
RFI #15 – Is there an inventory, bill of lading or material payment request that details the type and numbers of the various stored materials?
USFS Response: There USFS does not have this information available.
RFI #16 – By what manufacturer is the GFM roofing panels?
USFS Response: The FF100 panels were produced onsite by a portable New Tech Machinery rolling machine. The image below is extracted from the Underwriters Lab Certification Report for the FF100.
RFI #17 – How do the GFM panels interlock?
USFS Response: See Attachment 8 - UL Cert Report for information.
RFI #18 – How are the GFM panels fastened?
USFS Response: See Attachment 8 - UL Cert Report for information.
RFI #19 – Is all the roofing trim included?
USFS Response: No. There is no trim found stored with roof panels.
RFI #20 – Are all the fasteners included?
USFS Response: No. There is no fasteners found stored with roof panels.
RFI #21 – I already submitted a proposal before an amendment was posted. Do I need to acknowledge all amendments?
USFS Response: Yes. Failure to properly acknowledge the amendments to the solicitation at the time of proposal submission may be cause for rejection of the proposal as nonresponsive.
RFI #22 – How are the existing metal panels attached to the existing roof? Nails, Phillips drive screws, hex drive screws, etc.?
USFS Response: See Attachment 8 - UL Cert Report for specified fasteners.
RFI# 23 – What type and size are the roof vents that are getting replaced? What is the extent of the vent replacement?
USFS Response: Reference the SOW, “Work for this project includes replacement of roof vents and installing snow diverters for five of the roof vents that are located on the lower portions of the roof.”
Type & size roof ventilation shall match existing as much as appropriate. Must be suitable for reliable performance in high elevation snow & prevent ice dam formation by keeping colder outside air circulating through the attic and to prevent attic from warming above the freezing point.
The sketch below of the roof top shows the approximate locations of the 13 vents. The contractor shall verify all locations.
North Gable – 5 roof vents, the farthest away on right side is sheared off.
South Gable – 2 vents shown, another larger vent for propane heater is covered by tarp
West Gable – 3 vents. Two on right side are visible, third is under tarp
East Gable – 2 vents
RFI #22 – Do you have any pictures of the GFM?
