About this file
This document contains responses to requests for information (RFIs) related to solicitation 127EAW22R0025 for the Stanislaus Multi CG Well Water System project. The project involves installing a generator, enclosure, and solar powered battery charging system at an off-grid site. The responses clarify that no existing power is available, so the contractor must provide a compatible solar trickle charger to maintain the 12V battery used for generator start/stop. An exterior generator enclosure is preferred for ventilation, and the contractor has flexibility in the generator model as long as it meets specifications. The solicitation is for a total small business set aside project valued between $250,000-$500,000. Proposals are due by March 23, 2022.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES
127EAW22R0025 - Stanislaus Multi CG Well Water System
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Is there existing power at the Cherry Valley Site? It is unclear what power source will be mused for the “trickle charger” on the float battery system for generator start up. Is this supposed to be a solar powered charging system?
USFS Response – There is no existing power at the Cherry Valley Site. The power source for the float will be a 12V battery. Please include a compatible solar trickle charger for the 12V battery, as this is an off-grid site.
RFI #2 – If the only power system is the generator for this site, this would seem to eliminate the need for a transfer switch. Please clarify what will power the 12V battery/charger, and that this system will be wired to float that will stop/start the generator.
USFS Response – Specification 11 31 00 Part 1.2C lists “any necessary transfer switches to turnover from regular power to generator power”. This is an off-grid site, please disregard this section as it is not applicable. A compatible solar trickle charger will be provided by the contractor to maintain charge of the 12V battery (see RFI #1 above) which will support the float switch. This system will be wired so that the float switch will stop and start the generator.
FOR OFFICIAL USE ONLY
RFI #3 – Please confirm that the generator is to be installed INSIDE the well house. This will require minimum, clear distances from combustible materials, walls, etc. This may increase the size of this building significantly.
USFS Response – To provide better ventilation, an exterior enclosure to securely house the generator will be used. Please see the example below from another USFS location. This enclosure must be able to securely lock and be constructed of durable materials, similar in kind to the below example, to allow for ventilation on three sides. The footprint of the concrete foundation will be extended to support this enclosure and roofline extended to protect equipment from the elements. Exact dimensions are subject to the size and requirements of the generator provided by the contractor.
RFI #4 – Does the USFS have a certain supplier/model of generator specified for this interior application?
USFS Response – The USFS has not specified a certain supplier or model of generator. Please see Specification 11 31 00 for Generator requirements. There may be multiple products that fit this application.
