AMENDMENT 1
RFP no. 127EAW22R0016
Road reconstruction Antelope Lake Road Plumas National Forest
Requests for Information [RFIs] 1-29
1. There are many bid items with a zero quantity. What is the expectation as related to these items as it is not possible to establish a unit price when the quantity is unknown?
ANSWER: Items on the Bid Schedule with zero (0) quantity are included only as a reference for the Government to indicate the differences of items among the schedules: Base Bid Items (Schedule A-F) and Option Bid Items (Schedule V-Z). Listed in red text and include the note NO PRICING TO BE
SUBMITTED.
Section B.1 Bid Schedule is revised accordingly. Section B.2 Notes 2 and 3 are revised.
RFP replacement pages 5-18 attached.
2. Schedules V, W, X, Y & Z have an item for a 60-inch CMP but no quantities. Can the Forest Service clarify if there is any 60-inch CMP to be installed?
ANSWER: See answer to RFI # 1.
3. Schedules D & F both have 1200 SQYD of ROADWAY OBILTERATION each but the Bid Items has a total quantity of 1200 SQYD. Is the quantity 1200 SQYD or 2400 SQYD?
ANSWER: Roadway obliteration correct total quantity is 1200 SY. As shown on Schedule D.
Sheet G-05 outlining Schedule F is in error; there is no roadway obliteration associated with this work.
Sheet G-05 of the Drawings (Attachment 1) is revised. Included in this amendment as ATTACHMENT 1A.
Section J List of Attachments is revised. RFP replacement page 51 is attached.
4. The Summary of Quantities – Schedule W has 246 tons of Imported Aggregate Base. There is no pay item for this quantity, is it to be under the Full Depth Reclamation item?
ANSWER: Sheet G-16 outlining Schedule W is in error; there is no aggregate base to be added to the full depth reclamation as shown on this sheet.
Sheet G-16 of the Drawings (Attachment 1) is revised. Included in this amendment as ATTACHMENT 1A.
5. Can a contractor use Automated Flagger Assistance Devices (AFAD) in conjunction with a Certified Flagger for traffic control?
ANSWER: FP-14 Subsection 635.19 allows for what the specifications call “temporary signal system”.
The subsection states the “temporary signal system” shall conform to MUTCD Parts 4 and 6. As long as the proposed AFAD conforms to the FP-14 and MUTCD references listed above, then we will not object to its use on this project.
6. Can the Forest Service clarify the bid item quantities for the 24 & 36-inch Elbows? The Summary and Bid Schedule are different.
ANSWER: Quantities shown in the G-sheets are correct.
Section B.1 Bid Schedule is revised to reflect the quantities shown on the Drawings (Schedules Y and Z). RFP replacement pages 5-18 attached.
7. The RFP for the above referenced solicitation section C.5 specifies use of PG 64-16 asphalt oil. Please confirm that the oil specified is correct as the climate conditions/ typical standard Caltrans mix designs utilize PG 64-28 asphalt oil in this area.
ANSWER: The reference to PG 64-16 under Section C.5 Submittals, 10. Materials Submittals, is deleted. RFP replacement page 26 is attached.
The Forest Service will not specify a performance grade but will reiterate that, per the Schedule of Items, the contractor is responsible for delivering a state DOT mix design that will meet the environmental conditions for this project and FP-14 Section 403 and will be subject to submittal approval by the Government.
8. Are the Type A Inlets 48” and the Type B Inlets 36”?
ANSWER: As a general approximation, the diameter of the drop inlets is equal to the diameter of the cross drain culvert plus 12 inches. A review of the work list indicates all drop inlets are attached to 24 inch cross drain culvert. Therefore, drop inlets are typically 36 inches for this project.
9. How will low bidder/award be determined? Base bid only? Base plus all Alt? Base plus some Alt?
ANSWER: Base bid schedule and any combination of the optional bid schedules – none, some, or all.
Plumas National Forest
10. Is there an oil escalation clause for the hot mix asphalt?
ANSWER: No.
11. Can you please provide Invert/outlet elevations and elevations of roadway at storm drainpipe crossings. We have no way of knowing how deep the new drainages will be, which is needed so we can accurately determine shoring needs, equipment needs and backfill material quantity. Can you also provide a plan view of the new storm drains are they in the same alignment as the old storm drains being removed?
ANSWER: The Forest Service did not gather elevations for inlets and outlets at any of the culverts for this project. At the time roadway data was collected, many of these culverts were buried by storm damage. The Forest Service did record the estimated cover over the pipe at the inlet and outlet. The Culvert Log is revised to include this information. These values should not be considered exact.
RFP Attachment 3 Culvert Log is revised and replaced. Included in this amendment as Attachment 3A.
12. What type of backfill/pipe zone material will be required for the new culverts?
ANSWER: See FP-14 Section 704.03 for material requirements.
Sheet D-01 of the Drawings (Attachment 1) is revised to show reference to Section 704.03 and replaced. Included in this amendment as Attachment 1A.
13. Is there a clearing and grubbing item? Where should we put these costs? It looks like there will be some vegetation removal at the drainage crossings along with the edge of the roadways throughout the project.
ANSWER: Since the area is located inside a burn scar, the Forest Service did not collect data on clearing and grubbing. The live vegetation appears to be mostly north of milepost 6. There may be opportunities to work around trees through discussion with and prior approval by the CO and COR.
The Forest Service will accept disposal of vegetation onsite if anchored into the freshly compacted fill slopes or disposed at the locations designated in the project.
The Culvert Log – RFP Attachment 3 – contains the location of known vegetation that may require removal when new culverts are installed.
RFP Attachment 3 Culvert Log is revised and replaced. Included in this amendment as Attachment 3A.
Plumas National Forest
14. Is there a rock excavation item?
ANSWER: We do not anticipate rock excavation for this project. Subsurface work primarily pertains to culvert replacement and virtually all new culvert replacements are to be set along the same alignment, and at the same inlet elevation. Outlet elevations may require some adjustment to set it on existing grade. However, through consultation with the Forest, it is anticipated rock excavation will be not required for the elevations that culvert outlets need to be set.
15. It appears there is quite a bit of material that is sluffed off the uphill into the roadway and even covering the existing asphalt curb, is there an excavation item to pay for this?
ANSWER: The Forest Service acknowledges that the portions of the road edge that are buried cannot be ascertained without major earthwork and slope scaling, and as such, has decided to not include this work in the contract. The existing cut slope is highly erosive and/or rocky, and we do not want anyone to scrape deep into this material. At most, scrape 12 inches into the loose material for cleanup, particularly along the inside road edge of curves.
Note: this material is so erosive that cutting too deep into it will soon become a major cleanup and disposal operation.
Per sheet G-02b this work will remain incidental to work items in the schedule. Expect to perform this task along the full 5.4 miles of the base work plus any length of road of the options items, if awarded/exercised. Disposal areas are indicated on the Drawings.
16. Is there dedicated staging areas?
ANSWER: Refer to Section C.6.2 “Storage” for locations.
Additionally, Sheet G-02b shows other areas that can be utilized for staging. However, the area designated for roadway obliteration (STA 262+50) should be kept clear except for use as a disposal site for clearing and grubbing and excess excavation or material removal.
17. Can we draft construction water out of the lake?
ANSWER: At this time, Antelope Lake will not be made available for use on this project.
The primary water drafting location is Babcock Crossing, located on Forest Road 26N10. Babcock Crossing is less than 0.1 miles from Antelope Lake Road. Access Babcock Crossing by traveling up Antelope Lake Road for approximately 5.7 miles (measured from the bottom of the road). Turn right onto FSR 26N10; note this site is well signed coming from both directions on Antelope Lake Road and is located adjacent to a parking area. The crossing is a vented ford and water trucks can park on the ford and draft directly out of Indian Creek. This site has proven to yield suitable water, even during drought.
18. It appears that several culverts have been replaced. Can you please verify which ones? So we don’t double up on pricing.
ANSWER: Locations for culvert replacements and other drainage work are provided in the G-sheets.
Provide work / pricing for this work outlined on those sheets.
19. It does not seem like some of the bid items align with the “spec no” referenced in the bid schedule.
For Example: Bid Item 2 (spec no. 15713) – Soil Erosion and Pollution Control, Including Dewatering
The bid item refers to 157.13 in the FP 14 (see below), this spec does not appear relevant to the description within the bid item.
Note there is a section 157 within the FSSS – but no section 157.13
Can you please advise on scope of what exactly is required of this bid item?
ANSWER: Bid Item 15713 does not equate to a specific subsection in the FP-14. The pay item is associated with all of Section 157 of FP-14 and FSSS. These pay items are determined through the Forest Service national database for construction/public works projects. Contractors are responsible for reviewing the provided contract documents (drawings and FSSS) and FP-14, reviewing the existing site conditions, and using the information to generate the soil erosion control and dewatering plan that will meet all the project requirements and be executed on the ground.
Plumas National Forest
20. Bid item 18 (spec no 403.02)- Asphalt Concrete Pavement, Type I
The bid item refers to section 403.02 which has to do with the “composition of the asphalt mix”, is this bid item only for the asphalt mix or is it for the entire section of 403 as it relates to the project?
ANSWER: Bid item 40302 pertains all work required in FP-14 Section 403, and the pay item is determined through the Forest Service national database for pay items.
Note: the bid item means the following: {403} prefix pertaining to the section in the FP-14 the pay item is associated with; {02} is an identifier assigned to a particular work item, based on type of work and/or unit of measurement for said work.
Plumas National Forest
21. Can you provide location/detail/scope of work for bid item #9- Plug Ex Culvert? Please also review the reference to spec No. 203.10- there is no 203.10 in the specifications or the FP-14, please advise on relevant section?
ANSWER: To reiterate, Pay Item 20310 does not equate to a specific subsection in the FP-14. For clarification on this pay item, refer to Subsection 203.04(b); this subsection fully outlines the requirements for this pay item.
To further clarify, a supplemental specification for subsection 203.04(b) is now included in the FSSS.
FSSS (Attachment 2) is fully revised and replaced. Included in this amendment as Attachment 2A
22. Schedule A Bid Item #10 references Roadway Exc of 70 cy, at station 262+50 – for the removal of the cold stream culvert demo (noted on schedule F – summary of quantities).
Can you provide a detail of what is required at this location?
ANSWER: This work pertains to a culvert currently installed on a decommissioned road and is located at the Cold Springs Equestrian Parking Lot directly adjacent to Antelope Lake Road (very close to the 48-inch culvert replacement on Antelope Lake Road). This work is associated with Schedule F and is to be performed at road station 472+21.
No detail/drawing is required. For this work, the existing culvert is to be removed and disposed according to FP-14 Section 203, and the fill over the top of the pipe is to be removed offsite and disposed at road station 262+50. The fill is to be removed in a manner that restores the stream grade and cross section, including leaving the stream bottom rough and the stream slopes pulled back to blend into the existing slope (existing slope is unknown).
23. Will the general contractor be responsible for surveying/layout of project? If so which item does it get paid under?
ANSWER: The road has been staked at the milepost / stationing of corresponding work items. The Forest Service is does not anticipate any additional surveying/layout/staking needs for this project;
however, the contractor will be responsible for additional surveying/layout/staking for this project and maintaining staking already installed by the Forest Service. Accordingly, this work is considered incidental to work items in the Schedule. The Forest Service will review any additional staking placed by the Contractor as part of our quality assurance program, which will also ensure work is occurring at the required locations. The Forest Service conducted stakeout using GPS distance measuring instrument.
Plumas National Forest
24. For the Fill Slope Repairs- referenced on sheet G-14, Schedule F Other Construction, Class 3 Rip Rap.
There are three locations that call for rip rap to be placed.
What is the current condition of these locations, is there a current cross section detail, how much excavation will we need to remove? Or are we just placing the RSP on the slope and keying it into the bottom?
ANSWER: When last observed during fall 2021, the three slopes in question are heavily eroded but there is no recent data or photos of these locations. At least one location (385+28) will require woody debris to be moved and either (a) disposed at one of the disposal locations or (b) shifted and anchored into the existing embankment. Expect excavation to be no more than the volume of riprap required for each location. There is also an opportunity to incorporate excavated material into the existing ground at 611+80.
25. Will Filter Fabric be required for all Rip Rap Items at drainages? if so, how is it paid?
ANSWER: Only provide geofabric where shown on the drawings (i.e. fill slope riprap). The fabric will remain incidental work associated with pay items 25101C and 25101D (and as shown on the drawings). Refer to the work lists in the drawings for required perimeter to be covered.
26. For the 270 CY of Class 4 Rip Rap that is to be placed along Indian Creek (reference sheet G-14, schedule F Other Construction) can a plan sheet layout and detail be provided for this work? Is Filter Fabric required also at this location and how is it to be paid?
ANSWER: The Cross section detail shown on Sheet D-11b and description of work shown on Sheet G- 14 is sufficient. The site is located along a sharp bend along the right bank of Indian Creek that is pushing towards the roadway. The riprap is shown on the detail to extend into the creek itself.
Regarding filter fabric, see answer to no. 15.
27. Please Reference Sheet G-02b, Note 6, reference to “imported crushed aggregate shall be incidental to pay item 30402. The note referenced is contrary to the fp-14. The additional crushed aggregate should be its own bid item according to section 304. Without a finite quantity of “crushed aggregate” it is impossible to price this item. Please add a bid item for any “crushed aggregate” if needed.
ANSWER:
Sheet G-02b Note #6 of the Drawings (Attachment 1) is revised to clarify project requirements.
Included in this amendment as Attachment 1A.
Plumas National Forest
28. Can you provide elevations (heights) of new inlets, both Type A and Type B? We will need heights to accurately price out this item.
ANSWER: The Culvert Log is revised to include lengths of drop inlets where could be recorded. Some locations could not be recorded. Included in this amendment.
Culvert Log (Attachment 3) is revised and replaced. Included in this amendment as Attachment 3A.
Section J List of Attachments is revised. RFP replacement page 51 is attached.
Note 1: the measured length is from top of the drop inlet to the bottom of the culvert inlet; it is assumed there is an additional 6 to 12 inches of drop inlet that extends below the inlet. Per the drawing, the top of the type A drop inlet is set level with the roadway elevation, but field adjustments in length may be required throughout the project, as the length of the drop inlets vary throughout the road. Overall, the drawings culvert logs do provide enough information to obtain a “minimum length” for the drop inlets.
Note 2: A review of the culvert log showed a small 12-inch diameter culvert pipe (probably perforated) discharging into several drop inlets. These 12-inch diameter pipes are probably some sort of subsurface drainage capturing ground water underneath the road (with the pipe running parallel and beneath the road surface for an unknown distance). The functionality of this feature is unknown, but where encountered, the contractor is required to ensure the 12-inch diameter pipe can still discharge into the new drop inlets after installation. This will be considered incidental construction.
However, the FS is confident these features captured in the culvert log are the only ones encountered along the road. We also do not anticipate hitting these 12-inch subsurface drainage pipes for any other work in this project.
29. Please provide a quality control testing bid item?
ANSWER: Pay Item 15401 Contracting Testing is now added to the Bid Schedule for base (Schedule F) and all option items (V, W, X, Y, Z).
Section B.1 Bid Schedule is revised accordingly. RFP replacement pages 5-18 attached.
Note: Sheet G-02b, note #1 Contracting Testing was referenced twice. Accordingly, those references (in “incidental work” section) are removed.
Sheet G-02b Drawings (Attachment 1) is revised accordingly. Included in this amendment as
ATTACHMENT 1A.
