REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW22R0012 - PNF Pike Co Lookout Solar

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Is the meter data from this site available. Preferably, 15min interval data or 8760 data.

At a minimum we would need the peak demand (surge rating of the site), and monthly kwh usage for a full year. The utility will be able to provide this, but it needs to request it for that specific meter.

USFS Response – Reference new attachment for past PG&E usage data obtained from bills. Note that during fire season (May-October) usage will fluctuate depending on the fire risk and traffic across the radio repeater. In addition, during some of the 2021 fire season service was shut off to the existing meter due to PSPS events.

RFI #2 – Is a soils analysis or Geotech available so we can validate the solar foundations?

USFS Response – Soil analysis and/or a Geotech is not available from the Government. Contractor shall provide any required services as needed to complete the scope of work.

RFI #3 – What is the max wind rating for the site so we can validate the solar array racking?

USFS Response – Pike County Lookout has publicly available weather data through the RAWS weather station. Data can be access through the following url: https://raws.dri.edu/cgi-bin/rawMAIN.pl?caCPIK

RFI #4 – What is the typical size of generator that will be provided (kW, voltage, PH, fuel type) ?

USFS Response – Contractor shall provide a 50A receptacle for a future back-up generator as referenced in section 7.1.3.1. It will be a 120V/240V 1P. Fuel type is not available at this time.

RFI #5 – Is UL 9540 required for the storage solution at this installation?

USFS Response – Yes

RFI #6 – Are there any restrictions or reservations on the use of Lithium batteries?

USFS Response – The Government prefers a battery which has limited annual maintenance and low life cycle costs (ex. cost effective battery replacement if required during the lifespan of the battery product). Contractor shall include battery choice and reasoning for the choice in their submitted proposal.

FOR OFFICIAL USE ONLY

RFI #7 – What version of the NEC has the FS currently adopted?

USFS Response – NEC 2020

RFI #8 – Can we plan to build our solar array south of the site access area?

USFS Response – The area south of the Lookout site as denoted in red below and all roads cannot have the solar array built within. Contractor shall include desired location of panels in proposal.
