Project 07 – CON – Chuchupate Engine Garage
General Information
1.0 Scope of Work
Provide a brief statement of the overall project, including goals and objectives.
This project will construct a reinforced concrete parking pad capable of supporting a Forest Service Fire Engine, with a Gross Vehicle Weight of 33,000 lbs. Also included is a fully enclosed pre-engineered metal building (40’X20’) with a sectional door, including interior/exterior lighting and electrical service extension from existing panel (approximately 50 LF of new electrical service line). Work will be performed at the Chuchupate District Office compound located at 34580 Lockwood Valley Rd. Frazier Park, CA.
2.0 Background
Provide a general description of the requirement, describing the acquisition history (if applicable), the current environment, and the vision of the future of the requirement. If information technology is a factor, provide pertinent technical facts.
The existing Engine Garage at the Chuchupate District Office is insufficient to house the new engine. This project will provide a stand-alone structure to house the engine, with associated electrical, HVAC and site work.
Contractor Requirements
3.0 Technical Requirements / Tasks
Describe the specific tasks or work the contractor must perform. Provide direction on any specific methodologies.
• The description of task requirements will depend on the approach that is selected to describe the required effort.
o For a level-of-effort SOW, identify all tasks that must be performed and the hours to be devoted to each task.
o For a detailed statement of work, describe how the service must be accomplished. It may include precise measurements, tolerances, materials, quality control requirements, and other government requirements that control the processes of the contractor.
• Describe the requirements in a way that permits the contractor personnel to perform the service without direct government supervision. Contractor personnel must not be subject to the supervision and control usually prevailing between the government and its employees. For example, a SOW may permit the government to approve key personnel but must not permit the government to approve all personnel performing the service. The SOW should also not include words (e.g., “use methods directed by the Contracting Officer’s Representative (COR)") that appear to indicate the government is managing day-to-day operations. Other items to consider:
o Specify requirements clearly so all readers can understand the content.
o Reference only the absolute minimum applicable specifications and standards needed.
o Tailor specifications and other documents.
o Separate general information from direction.
1.Contractor shall install 6” reinforced concrete slab and apron on 4” gravel base on top of compacted native soil.
Provide concrete to the following criteria:
Unit Measurement Compressive Strength (28 day) for slabs and footings 4000 psi Water/Cement Ratio (maximum) 0.45 Aggregate Size (maximum) 3/4 inch Aggregate Size (minimum) 1/4 inch Slump (maximum) 4 inches Fibermesh (slab) if needed 1-1/2 #/cy
2.Contractor shall provide and install prefabricated metal (fully enclosed structure, measuring 20’X40’ (minimum) anchored on concrete slab, including the features described in specifications “Section 13125 Metal Building Systems”
3.Contractor shall provide and install unit heater in metal building interior (36,000 BTU)
4.Contractor shall provide and install exterior and interior electrical components to serve the new building (new underground electrical service, panel and breakers, interior wiring and interior and exterior lighting, switches and outlets.

4.0 Government Furnished
List any government-furnished support, data, property or facilities. Describe government responsibility for reviewing and approving reports and final products generated under the contract. No Government furnished materials or supplies will be available on this project.
5.0 Deliverables / Schedule

• To the maximum extent possible, state requirements in terms of (a) functions to be performed; (b) performance required; or
(c) essential physical characteristics. Define in terms that encourage Offerors to supply commercial items, or, to the extent that commercial items suitable to meet the agency’s need are not available, non-developmental items. Allow the contractor to devise and propose one or more solutions to satisfy the requirements.
• Sample Text - Tasks and Associated Deliverables: Timely submission of deliverables is essential to successful completing this requirement. Schedules for deliverables are specified in Exhibit B. All deliverables shall be prepared and submitted according to format, content, and schedule described in the SOW.
