Questions and Answers Document
Trinity Boat Center Ramp, Phase II (127EAW21B0001)
Subsequent versions of this document will contain questions from all previous versions.
Version 3: 11/4/2020
Q1: Please confirm that the government will obtain the U.S. Army Corps of Engineers for section 404 permit coverage if required.
A1: Yes, the USFS has already attained the 404 permit.
Q2: Is it anticipated that the work is to be completed during the 2020/2021 winter season?
A2: Yes, work is to be done during the 2020/2021 winter months when lake is at its lowest.
Q3: Please clarify Rip-Rap lined ditch width desired on the North, East, and South sides of the new ramp.
A3: The width of the rip rap edging around the boat ramp is 5 feet wide by 2 feet deep.
Version 2: 11/3/2020
Q1: In the scope of work in the option item it states: “The project is to be constructed according to the plans and specifications. Quality control, sampling, testing, and compliance are the responsibility of the Contractor. Verification and review of any sampling and testing results shall be performed by a professional selected by the Government or Government's representatives. Do we need to include the price for sampling and testing in our bid or is it provided by the Government?
A1: The intent, is that the Government holds the right to have independent testing performed if we think there is a problem, which is quality assurance. The contractor is responsible for quality control. Any testing associated with the pay items/Specifications requiring testing should be bid on accordingly.
Q2: There is a dewatering requirement related to the two optional cofferdam items. The dewatering cost is generally related to the time-period that it is required. It appears likely that if dewatering is needed, it may only be for a portion of the overall construction period. Can a time-period for the dewatering effort be established for the cofferdam items, or an Optional Item for Cofferdam Dewatering per calendar day be added?
A2: A time-period for dewatering effort cannot be established as historically, a cofferdam has not been required. However due to uncertainty of winter weather and the possibility the water level may rise during construction an option is included for the cofferdams and would be exercised if necessary and paid at a lump sum price for its use. It is not the intent of the government to pay based on the number of days required.
Version 1: 10/30/2020
Q1: Are the dewatering elevations for the top of the 3’ and 6’ cofferdams as referenced to the end of boat ramp grade of 2292.35 (2295.35 & 2298.32 respectively) or from the existing ground which is roughly 1-1.5’ lower?
A1: Neither, they are totally random depending on how the lake levels rise during construction. If the lake starts coming up fast and there is a threat of the lake overtaking the project, then a cofferdam would be deployed to give time to finish.
Q2: Is there a local permanent spoil area available for the surplus excavated material?
A2: See A6 below
Q3: When was the previous phase completed (year)?
A3: 2019
Q4: Regarding owner-furnished materials: are the anchor studs already welded to the 24” sections of steel angles?
A4: Yes, anchor studs are welded to the 24" sections of steel angles and are galvanized.
Q5: Sheet 7 shows a photo of stockpiled riprap. Is this stockpile for use on this contract phase? If so, is there adequate quantity stockpiled to accomplish this entire contract phase?
A5: The stockpiled riprap was being put onsite to finish the whole project, but lake levels rose fast and not all of the riprap was brought in to finish the project. There is approximately 55 feet of riprap protection under phase I that needs to be placed still. There is roughly 75 cubic yards of rock on site, rough calculation, and it should take around 20-25 cubic yards to finish Phase I leaving approx. 45-50 cubic yards to use on phase II. That would leave around 35 -40 cubic yards needed to finish. Finishing the placement of riprap from Phase I (approx. 55 feet / 20-25 cubic yards) should be included in pay Item 25110
Q6: Can excavation spoils be left (placed/spread neatly) onsite or is there another desired disposal location provided?
A6: Excavated materials must be removed from below high-water mark of the lake. There is a disposal site 14 miles from the project that could be used. Some local rock quarries will take soil materials from time to time too.
