About this file
This is a Responses to Questions document for federal contract solicitation 127EAV26Q0123, Grapevine Fire BAR - Fence Repair & Tank Cleanout.
The document clarifies seven key aspects of the project. The Tex Canyon Stock Tank is an earthen stock pond (not concrete) located at GPS coordinates 34.589104°, -112.146633°, with work consisting of removing accumulated sediment from the basin and using suitable excavated material to reinforce the earthen dam and spillway features. No specific excavation depth, target elevation, or sediment removal quantity is provided; contractors must rely on historical schematics and photographs for reference. All excavated sediment shall remain on-site with no off-site hauling required; suitable material is used first to reinforce the tank and dam, with remaining material placed in a designated on-site area. Access to the Tex Canyon Stock Tank is via Forest Service Road (FSR) 9002Y from East Old Cherry Road, with FSR 9002W providing access to Pine Flat and the northern fence repair segment through the Whitehorse community. The access road is rough and unmaintained; contractors encountering locked gates or access questions should contact the Contracting Officer for resolution. The performance period is 90 calendar days after Notice to Proceed (NTP); the May–August 2026 dates referenced in the solicitation represent an earlier anticipated schedule and do not establish required performance dates. Contractors must account for potential wet conditions that may impede excavation and equipment mobility, though the 90-day completion requirement remains firm regardless of site moisture conditions.

Responses to Questions
1. Tex Canyon Stock Tank / Concrete Structure Location: During our site inspection of the Tex Canyon Stock Tank, we observed no visible concrete associated with the structure referenced in the solicitation. The structure appears to be completely buried, and we were unable to positively identify its exact location or determine the extent of work associated with it. Could you please provide the exact GPS coordinates for the Tex Canyon Stock Tank and the concrete structure referenced in the solicitation? If available, we would also appreciate photographs, drawings, or other documentation identifying the concrete structure, its approximate dimensions, and the work expected to be performed on or around it?
Government Response: Tex Canyon Stock Tank is an earthen stock pond. There is no concrete structure associated with the tank. References to a concrete structure at this location are incorrect.
The tank is located at 34.589104°, -112.146633°. Significant sediment accumulation has substantially filled the pond basin. Refer to the accompanying photographs and tank-specific schematics for its location and configuration.
The work consists of removing accumulated sediment from the pond basin and using suitable excavated material to reinforce the earthen dam and associated tank features, including the spillway, consistent with the project schematics. Remaining material shall be placed on-site as described in Response 4.
2. Stock Tank Dimensions/Quantity: Are approximate dimensions, acreage, or an estimated quantity of sediment to be removed from the stock tank available?
Government Response: The accompanying original Tex Canyon Stock Tank schematics provide the available historical dimensional information. General earthen stock tank schematics and a photograph of a cleaned stock pond are also provided for reference. The example photograph illustrates the general appearance of a cleaned pond; it does not establish project-specific dimensions or quantities.
A separate estimated sediment removal quantity is not provided in this response.
3. Excavation Requirements: Is there a specified excavation depth, target elevation, or estimated original storage capacity that the contractor is expected to restore, or should the contractor rely on the historical photographs referenced in the solicitation to establish the original configuration?
Government Response: The intended work is to remove accumulated sediment from the main pond basin and use suitable excavated material to reinforce the earthen dam. Refer to the Tex Canyon Stock Tank schematics for the available historical configuration and dimensional information. The accompanying photographs and aerial view provide supplemental site context.
This response does not establish a separate numerical excavation depth, target elevation, or storage capacity beyond the information shown in the project documents.
4. Excavated Material: Can you confirm that excavated sediment is not required to be hauled off-site and that suitable material may first be utilized to reinforce the tank, dam, and/or spillway, with the remaining material placed as described in the solicitation?
Government Response: Yes. Excavated sediment shall remain on-site; off-site hauling is not required.
Suitable material shall first be used to reinforce the earthen dam and associated tank features consistent with the project documents. Remaining material shall be pushed up and over the dam and placed in the on-site area described in the solicitation and accompanying schematics
5. Site/Access Requirements: Are there any additional access limitations, equipment restrictions, private-property concerns, easements, or site conditions that the contractor should account for that may not be readily apparent from the solicitation documents or during our site inspection?
Government Response: The identified access route to Tex Canyon Stock Tank is Forest Service Road (FSR) 9002Y from East Old Cherry Road. Contractors should distinguish this route from the similarly named Ambassador Mine Road within the Whitehorse community.
The access road is rough and has not been maintained recently. A utility terrain vehicle (UTV) is recommended for site reconnaissance. This recommendation does not establish the road’s suitability for transporting construction equipment.
An additional map identifies the route through the Whitehorse community toward Forest Service land, Pine Flat, and the northern fence repair segment. See Response 7 regarding access authorization.
6. Performance Period: The solicitation references tank cleaning potentially beginning in May 2026 and continuing through August 2026. Could you please confirm the intended performance period for this solicitation? 90 DAYS after NTP
Government Response: The period of performance is 90 calendar days after issuance of the Notice to Proceed (NTP). The May–August 2026 references reflect an earlier anticipated schedule and do not establish the required performance dates.
Wet conditions within the tank may impede excavation and increase the risk of equipment becoming stuck.
Contractors should account for site moisture conditions when planning the work. The requirement remains completion within 90 calendar days after the NTP; this response does not authorize an indefinite delay pending dry conditions.
7. Access Through Forest Road via Ambassador Road: During our site inspection, neighboring individuals blocked our access through the forest road via Ambassador Road, stated that the area was private property, and directed us to vacate the area. Based on the solicitation and the location of the gate, we understood this to be a Forest Service access gate or road. Could you please confirm the ownership, jurisdiction, and authorized access requirements for this road and gate? If access requires prior coordination, a key, permit, escort, or notification to adjacent landowners, please provide the applicable procedures and contact information. Please also confirm whether the contractor will have guaranteed legal access to the project site for the duration of performance.
Government Response: The Government has verified the following authorized project access routes:
FSR 9002Y, accessed from East Old Cherry Road: Access to Tex Canyon Stock Tank.
FSR 9002W, through the Whitehorse community: Access toward Pine Flat and the northern fence repair segment.
Contractors shall follow the routes identified on the accompanying Government-provided access maps. The similarly named Ambassador Mine Road should not be confused with the designated project access routes.
If contractors encounter a locked gate, blocked access, or questions from adjacent property owners while following the designated routes, they should contact the Contracting Officer for resolution before proceeding through the affected area.
