2024 Concrete Supply Contract

Santa Fe National Forest

Description of Work

The Santa Fe National Forest is seeking to purchase a supply of concrete during Fiscal Year 2024. The concrete shall be delivered to a predetermined location as described in the Project Location section of this contract. The project delivery location is about a 1 hour drive up a steep, winding road from Las Vegas, NM. All interested contractors should factor in travel time on this terrain as well as the time it takes for the concrete to harden after it’s mixed. If the contractor would like to use retardant to extend the time for concrete to harden, contractors may include that as an optional additional cost. The Government’s price/award decision will only be based on the required items listed on the Schedule of Items. Contractors that submit an offer just factor in this information when making their first and best offer.

For compliance with this contract, 80 cubic yards of concrete consistent with the following mixing specifications shall be delivered to the project location.

Upon delivery to the project location, concrete shall be pumped by a pump operator through a hose. The discharge side of the hose will be controlled by Forest staff for insertion of the concrete into fabric bags.

The operation of pumping equipment shall be required, and the supply of fabric bags shall not be required for compliance with this contract.

The concrete shall follow the mixing requirements as described in the Specifications subsection below.

Specifications

This contract uses specifications from FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects and FSSS Forest Service Supplemental Specifications. The following sections from these two documents are pertinent to the contract.

Concrete must be produced using Portland cement. The cement must conform to AASHTO M 85.

Concrete shall be composed of Type II Portland cement with a weight of 94 lbs/yd³ and shall contain air entrainment, 6 ± 1% mortar sand aggregate, and water that when combined is capable of producing a pumpable mixture. The 28-day minimum strength of the concrete shall be 3500 psi.

Concrete shall contain retardant designed to delay the setting process and improve workability.

The pump used to fill the fabric bags with the supplied concrete shall be capable of pumping at a minimum rate of 25 yd³/hr.

FSSS Subsection 109.02 Measurement Terms and Definitions (b) Contract quantity:

Contract quantities will be adjusted only when there are errors in the original design of 15% or more.
