14. DESCRIPTION OF AMENDMENT/MODIFICATION : Described below and attached are: Description of changes, additions, and deletions.
1. Solicitation 127EAV21R0004 is hereby amended per the following:
2. Please use the attached MS Excel Spreadsheet titled, “Stand Exam – Pricing Worksheet 2021” to enter and submit your pricing information. When your quotation/proposal is submitted please ensure your pricing spreadsheet is submitted in unlocked and fully editable status.
3. Your prices should also be entered and submitted in the Schedule of Items table contained within the solicitation document and under section, “SECTION B--SUPPLIES OR SERVICES AND PRICES/COSTS”.

5. Question 1 and revised answer: Do the prices for each item on each National Forest represent the maximum bid price from the contractor for less than ideal conditions, from which a lower price could be offered on each task order?
REVISED ANSWER: Price—Provide your best price up front. Contracting Officer intends to make award without discussions.
6. Question # 2: Can you break up the pricing sheet in terms of years? I.e. so that contractors can place bids for each year.
For example raising the price from 2021 to 2022 might be 2% to account for inflation. A real dollar amount in 2021 will
99% not have the same value in 2025, especially with looming inflationary concerns. ANSWER: The pricing table/Schedule of Items in the solicitation will be used for price/cost evaluation purposes during the source selection process after the technical factors have been evaluated. Prices submitted in response to this RFP should reflect the contractors price, at the time of bid submission, and specific to the socpe of work required. The contractor’s responsibility is to become familiar with the standardized scope of work required for performing common stand exams and submit their best pricing information, representative of the work required, in response to this RFP. Task Order requirements will be competed amongst all the IDIQ contractors, during each ordering period (Base, Ordering Year 1, Ordering Year 2, etc.) using fair opportunity and best value practices. In that way, each contractor will have the ability to compete for the Task Order and submit appropriate pricing relevant to the scope of work required during the ordering period in which the Task Order is issued.
7. Question #3: Can you provide an example of a statement of work for the “fixed/fixed” plot types. Are these plot sizes still implemented based off of the best plot size to obtain a minimum average of 7 live sample trees 5.0 inches

Task Orders will specify a plot size based on the best judgment of the forester preparing the task order. But this plot size is based on a target number of sample trees per plot. If the specified plot size isn’t achieving this (too few or too many trees), the local project contact will work with the contractor to make the necessary changes to the plot sample size for the unit. We don’t want the contractor to do unnecessary work, but this isn’t something that we can always specify with absolute certainty. There is plenty of natural variation in forest stands that makes this impossible to estimate perfectly until visiting the stand on the ground. We need to allow for necessary adjustments to task order specifications as we go.
