About this file

This is a Questions and Answers document for federal solicitation 127EAU26Q0033 issued by the Prescott National Forest (PNF), addressing clarifications regarding water system operations and maintenance services at multiple recreation sites.

The document clarifies contractor responsibilities for water system startup, shutdown, sampling, and maintenance activities. Key points include: PNF will conduct initial startup and shock chlorination for the 2026 calendar year cycle at Groom Creek Horse Camp and Horsethief Basin, while the contractor assumes responsibility beginning with the 2027 cycle; the contractor is responsible for ADEQ notification of system shutdowns while PNF handles physical system closure and winterization; repeat sampling is billed by trip according to regulatory and site-specific requirements; the contractor must supply all materials for chlorinator maintenance including distilled water, unless purchasing a 12.5% solution upfront; PNF will provide labeled keys and access documents for all water facilities eliminating the need for on-site PNF representatives during routine operations; and a two-week turnaround time for nitrate sample results is acceptable to the government.

Amendment 1: Questions and Answers for solicitation 127EAU26Q0033

Question 1) Just for clarification, Prescott National Forest (PNF) will be conducting the initial start up and shock chlorination for Groom Creek Horse camp, and Horsethief Basin?

The operator is responsible for the documentation and sampling of the initial start up? Who is responsible for the shut down?

Answer 1) For public water systems requiring startup certifications and shock chlorination as described in Section 3.1 in the Statement of Work, the PNF will be conducting these activities for the 2026 calendar year cycle. The operator will NOT be responsible for initial start-up documentation for the 2026 calendar year cycle. The Contractor WILL BE responsible for the 2027 calendar year start-up cycle as described in Section 3.1 of the Statement of Work.

For regulated water systems, the Contractor is responsible for ADEQ notification of full or partial system shutdown. The PNF is responsible for closing the water system and winterizing.

Question 2) On the repeats, is the bid asking for the cost of each repeat, as there are a different number of repeats required for different systems. Examples Lynx Lake, Groom Creek, and Horsethief each require 4 repeat samples.

Answer 2) Repeat sampling is by trip, with the number of samples as determined by regulatory and/or site sampling requirements.

Question 3) Who is supplying the distilled water for the chlorination systems?

Answer 3) The contractor shall provide all required materials for SOW Section 3.5 Chlorinator Maintenance and Chlorine Refill, to include distilled water, if the contractor chooses to not purchase the solution as 12.5% up front.

Question 4) Does the operator have to have a PNF representative present to gain access to the systems to perform the monthly duties, or does the operator get access codes or keys?

Answer 4) The PNF will provide a set of labeled keys and an access document summary for each recreation site, that will include specific access instructions to all water facilities, including water tanks (hatches), access gates, backflow preventer vaults, well houses, etc.

Question 5) Nitrate sample results take around two weeks to receive, is this acceptable?

Answer 5) Yes, a two-week turnaround time is acceptable.
