About this file

This document is a listing of applicable Federal Acquisition Regulation (FAR) provisions and clauses for a commercial products and services solicitation, along with full text of selected clauses.

The solicitation is a small business set-aside, as evidenced by clauses 52.219-6 (Notice of Total Small Business Set-Aside) and 52.219-14 (Limitations on Subcontracting). Offerors must represent that they qualify as small business concerns under the applicable size standard, and the prime contractor must comply with subcontracting limitations outlined in 13 CFR 125.6. The contract includes an accelerated payment clause (52.232-40) requiring the Government and prime contractor to make accelerated payments to small business subcontractors to the maximum extent practicable. The solicitation permits options for increased quantity as a separately priced line item (52.217-7) and allows the Government to extend the contract term by written notice with preliminary notification to the contractor (52.217-9). Evaluation of options will include the total price for all options added to the basic requirement price for award purposes, though exercising options is not obligatory. The document incorporates standard commercial product and service clauses addressing registration, representations, certifications, whistleblower rights, confidentiality, cybersecurity safeguards, and payment by electronic funds transfer. The contract includes prohibitions on certain business practices and requirements for protecting Government interests.
