About this file

This is a Questions and Answers document for federal contract opportunity 127EAT26Q0021, issued by the Forest Service on January 20, 2026, with an amendment dated January 22, 2026. The solicitation concerns the procurement and delivery of fire rings and picnic tables to two recreation areas: Colebrook Campground (25 each of fire rings and picnic tables) and Crystal Lake Café (45 each of fire rings and picnic tables). The picnic tables must conform to model SPC-TB-159 or equal, preferably in A-Frame style to maintain consistency with existing amenities at Crystal Lake, the largest campground on the Forest, which already has all A-Frame tables installed. Alternative models such as U-shaped tables may be considered only if they meet Forest Service criteria for ABA accessibility and snow load requirements, with supporting specifications and images required for evaluation.

Delivery logistics require contractor responsibility for unloading items and placing them at ground level, as the Forest Service has no loading dock or unloading facilities. Deliveries must occur between 8:00 a.m. and 3:00 p.m. to ensure Forest Service employee availability. Access roads are State Highway-39 and County Crystal Lake Road; the Forest Service does not control vehicle size or weight limits. Colebrook Campground's off-loading area is accessible to most large commercial vehicles but semi-trucks cannot enter the narrow, one-way campground roads. Crystal Lake Café's off-loading area accommodates large commercial vehicles but the access road has windy, sharp turns unsuitable for winter travel. The Crystal Lake drop-off point is behind a closed gate requiring coordination with the Café Owner to ensure gate access and storage space availability. Government representatives will coordinate with contractors for receipt and inspection at both locations.

GAOA Crystal Lake Rec Area Fire Rings

Questions and Answers Issued: 20 January 2026

22 January 2026 Amendment 0001

1. How many of each are going to each site?

Answer: Colebrook Campground – 25 each fire rings and picnic tables

Crystal Lake Café – 45 each fire rings and picnic tables

2. Are there any site access restrictions (road conditions, gate access, vehicle size limits, or delivery hours) at either Crystal Lake or Coldbrook Campground that contractors should plan for?

Answer: The roads used to access these sites are State (Highway-39) and County (Crystal Lake Road), the FS does not have jurisdiction for vehicle size limit or weight limits.

3. If contractor unloading is required, is a liftgate delivery acceptable, or is ground-level delivery sufficient?

Answer: Contractor needs to be able to unload the delivery and place the items at ground level, the Forest Service does not have a loading dock or other means to unload the supplies, this is the contractors full responsibilities.

• The road leading to Coldbrook CG is fairly accessible to most large commercial vehicles. However, once there the off-loading area could get tricky if the vehicle is too long, like a semi-truck. But if they’re good at backing in or backing out, it should still be doable. A semi-truck can definitely not enter the CG (narrow, one-way roads with small turning radiuses. But the off-loading area, is located right before you enter the CG.

• The same road leads to Crystal Lake CG, but there are a lot of windy and sharp turns that could be problematic for some large commercial vehicles. Definitely not recommended during wintertime when black ice may be present. However, in this case, the inverse is true. The off-loading area has plenty of space for large commercial vehicles to exit/enter o The drop off point at this location is behind a closed gate that will require coordination with the Café Owner to make him aware of when to expect the delivery so that the gate is unlocked and the storage space is clear and available

• Deliveries should be made between 8am-3pm in order to ensure availability of a FS employee

4. Will deliveries be coordinated with an on-site Government representative at each location for receipt and inspection?

Answer: Yes, we will definitely have to coordinate to ensure that the items are delivered and stored at the appropriate locations

5. Quick question regarding the frame of the Picnic tables in RFQ 127EAT26Q0021. I noticed in the RFQ you had mentioned the tables to be SPC-TB-159 or equal. This model is an A frame.

Will the government consider alternative model such as U-shaped providing they meet all other criteria, i.e. snow loads, size and ADA accessibility? I have attached pictures of both the A- Frame and the U-frame models that I have referenced.

Answer: We have a problem on this Forest of having a mismatch of tables (up to 5 different styles in one site), which makes sites look unorganized. We’ve slowly but surely started to be more consistent with our table styles and with Crystal Lake being the largest CG on our Forest, we’ve already installed all A Frame tables at this site in a previous upgrade several years ago. So keeping the A-Frame style would be very important. And Coldbrook CG being so close by, has been getting the same amenities that Crystal Lake had been getting for consistency. That being said, please feel free to provide the images of the models that you have in mind, and the specs if possible, to ensure that they meet the FS criteria for accessibility (ABA) and the snow loads.
