USDA Forest Service Regional Targeted Grazing Blanket Purchase Agreement
AMENDMENT A0003 SF 30 - BLOCK 14 CONTINUATION
A. This Amendment provides the following questions and answers:
1. Question: Will information about herder camper locations be available with each BPA?
Response: Specific project information will be outlined in the Statement of Work/Performance Work Statement issued with the RFQ.
2. Question: Is this specifically calling for goats? or cattle, sheep, and goats? Conflicting information in the document.
Response: Please see Page 1, fourth paragraph, final sentence: “Targeted livestock grazing by goats, sheep, or cattle are the activities for fuels reduction/vegetation treatment or noxious/invasive weed treatments that are contemplated under this contract.”
3. Question: As new BPA’s Calls become available, does the contractor have the option to participate or is this initial phase of the process binding on all future BPA’s? Basically, is the contractor bound to service each future BPA call?
Response: No, BPA Holders will not be required to service each future BPA Call Order. Refer to BPA Terms and Conditions, Paragraph 12 - BPA Call Order Process, incorporated herein.
4. Question: Will water sources be identified prior to each start?
5. Question: Will kmz files be available prior to each start?
Response: Not necessarily, but location information and/or project files will be provided via appropriate means.
6. Question: In the event of environmental interruptions of work requiring a temporary stop, would transportation costs be reimbursed if the animals need to be removed?
Response: In the event of a temporary stop, transportation costs would not be reimbursed if the animals need to be removed. Should resumption of work be required for project completion, the determination will be made at the BPA Call level by the Ordering Contracting
Officer.
7. Question: Is the quarantine period 72 hours or 2 weeks? Conflicting information in the document.
Response: Quarantine period is 72 hours at a minimum, but no more than 2 weeks. More specific details will be available in the BPA Call Orders, as necessary.
8. Question: Does the Contractor need to submit proof of rabies vaccines with this proposal or with each BPA Call?
Response: See Restrictions on Work, Page 4, Item 7. Proof of rabies vaccines should be submitted with quote (i.e., responding to the BPA Call Order). These vaccines are current for only three years, which is shorter than the ordering period of this BPA.
9. Question: Since grazing operations are continuous 24/7, does there need to be a Supervisor on site
24/7 who speaks English?
10. Question: If the herd is being managed with a single crew member, is a separate “Supervisor” required to be on site at all times as well?
11. Question: Is it acceptable for English speaking “Supervisor” to be available by virtual telecommunication if not on site?
12. Question: Does “Foreman” need to be on site at all times? (24/7)
13. Question: Does “Inspector” need to be on site at all times? (24/7)
14. Question: Is “Foreman” and “Supervisor” same?
Response: Yes. Please see Definitions, Page 6.
15. Question: Does “Foreman” and “Inspector” need to be 2 separate individuals and separate from a crew member? So a minimum of 3 persons on site at all times?
Response: No. See response to Question 14.
16. Question: As goats are not machines and cannot be forced to “clear/eat” EVERY type of plant/vegetation, will this be considered in evaluation of plots post grazing when determining percentage of completion to standards?
Response: This is already taken into consideration within the Performance Work Standards found on Pages 9 and 10 and will be included in the BPA Call Orders.
17. Question: If goats do not eat vegetation to standards, is Contractor expected to utilize other methods to clear? (i.e., weed whipper, other machinery? etc)
18. Question: Is there a size estimate for the work areas?
Response: There is no minimum or maximum work area size for the BPA. Specific project information will be outlined in the Statement of Work/Performance Work Statement issued with the RFQ.
19. Question: Will notice be given annually or randomly throughout the year?
Response: Refer to BPA Terms and Conditions, Paragraph 8 - Annual Review, incorporated herein.
20. Question: What types of measurements will be required regarding the quality control inspections?
Work Statement issued with the RFQ. Some potential examples are described on Page 10.
21. Question: Where is the “List of Attachments” that explains the “Fire Plan” and list of tools needed?
Response: Specific project information and/or documentation will be provided with the RFQ.
22. Question: Per the Bid Sheet, it requests 2-3 past performances of "similar size & scope." What is the size & scope of this project, for comparison.
Response: Offeror must demonstrate experience with projects similar in scope. Please see amended Evaluation Factors as provided below.
C. This Amendment incorporates On-Ramping and Off-Ramping as provided below:
The total number of BPA Holders may fluctuate due to any number of reasons including but not limited to competition levels on orders; mergers and acquisitions; and the Government's exercise of the off-ramp process. It is in the Government’s best interest that there remain an adequate number of BPA Holders eligible to compete for orders to meet the Government’s requirements. The Government may conduct an on-ramp by using quotations submitted to the original RFQ, or by issuing an RFQ for new quotations. The ordering period and period of performance for any new BPAs will be coterminous with the existing term for all other BPA Holders. Immediately upon on-ramping, the BPA holder is eligible to submit a proposal in response to any active order proposal request and receive awards with the same rights and obligations as any other BPA Holder.
The Government reserves the unilateral right to off-ramp non-performing BPA Holders. Non-performing BPA Holders are defined as BPA Holders without active orders or BPA Holders that are not adhering to one or more of the BPA performance standards.
C. Correction to Performance Work Statement, Inspection of Services, Page 10: “Sampling will be spelled out in the Statement of Work/Performance Work Statement, here are examples of the type of sampling that may occur within the BPA Call.”
D. Blanket Purchase Agreement Terms and Conditions are hereby incorporated.
E. FAR 52.212-2 Evaluation – Commercial Products and Commercial Services and Past Performance Experience Questionnaire are hereby amended. Offerors must respond to evaluation factors provided in this Amendment.
F. Offerors must complete the Geographic Capability by Location form to specify Regional or Zone capabilities.
